3 Parallel Working Groups on

• Innovative financing structures for DABLAS
  investments, facilitation by PPC
• In-country co-ordination mechanisms, facilitation
  by GEF Danube project
• Non-infrastructure solutions for financing,
  facilitation by World Bank

Aim of sessions

• Suggestions on what the DABLAS process can do (or
  cannot do) to support developments in these 3
  areas
• Agree realistic actions for inclusion in the
  DABLAS Work Plan for 2004/2005

Format of sessions

• Choose a rapporteur for each group
• Introduction to the topic by facilitator max 30
  minutes
• One-hour interactive discussions
• Identify 5 main current issues/problems related
  to the topic in the region
• Create consensus on recommendations to DABLAS on
  the topic what can and should DABLAS be doing in
  terms of further practical work or creating
  political support on the topic
• Agree a set of realistic actions that can be
  included in the DABLAS Workplan, with key
  responsibilities and times
• Break 30 minutes
• Each group reports back to plenary max 15
  minutes
• Conclusions and recommendations
