Common Assessment Framework (CAF)
  • Standardised approach for conducting an
    assessment of a childs additional needs
  • Assists practitioners to assess children at the
    earliest stage and work alongside colleagues from
    other agencies to meet identified needs.
  • Designed as part of an integrated working
    programme to help children meet 5 key outcomes

MAAG
  • Bedfordshires Multi Agency Allocation Group
    (MAAG), was developed by the CYP Strategic
    Partnership to deliver timely responsive needs
    led services to children, young people and their
    families.
  • Starting initially in Bedford in February 2005,
    the panel expanded to cover the whole county in
    June 2005 with the three area panels operating
    from March 2006.

MAAG
  • MAAG panels operate in south, mid and north
    Bedfordshire and meet fortnightly to identify the
    services that could best support the children and
    their families that are referred to them.
  • From Oct 2006 CAF has been the medium by which
    referrals are made to these panels

MAAG Background
  • The MAAG is a pivotal part of Bedfordshires
    approach commitment to early intervention and
    prevention and aims to ensure
  • gt A broad range of services
  • gt Early assessment of needs leading to earlier
    intervention
  • gt Services to provide a timely holistic response
  • gt Services working together towards identified
    outcomes

Progress on Implementation of the CAF
  • The CAF was officially launched in Bedfordshire
    on 2nd October 2006
  • Since October 2006 we have received 1680
    completed CAFs.
  • Approx 35 from schools
  • We have received 2,204 referrals to MAAG
    (including Social Care referrals)
  • A total of 3,255 Allocations have been made

Progress on CAF Training
  • Training has been delivered at two different
    levels
  • Full Multi-agency CAF training for those that
    need to be able to complete the CAF.
  • Awareness Raising training which takes
  • approximately one hour and can be run in
    single or multi-agency settings
  • e-learning package has been purchased and is
    being customised - to be used as introduction
    and refresher
  • 1,300 now trained
  • 450 From schools
  • Approx 650 have received awareness training
    including 120 police officers

Progress on CAF Implementation
  • All CAF/MAAG forms and documents available on
    LSCB Website
  • Acceptance of CAF as referral form embedded with
    many agencies
  • Example of well completed CAF on LSCB website (in
    CAF Supporting tools document)
  • Digital pen trial has been approved and pilot
    commenced Sept 2008
  • Gap analysis in progress

Improvements Required
  • CAF to be accepted as the medium by which all non
    statutory multi-agency working is recorded.
    Option 2 CAF
  • Consent this needs to be obtained for the
    content of the assessment, not just to the
    process
  • Parents / young person to be given a copy of the
    CAF
  • Strengths as well as needs should be identified
  • Parents / Young people to be invited to all
    review meetings for CAF.
  • Support for Lead Professional role increase in
    case reviews.
