Implementation instruments
The implementation of the rural development can
be defined at regional level the planning tool
is represented by the Rural Development Plan
(RDP) RDP have been drawn up at the geographical
level deemed to be the most appropriate e.g. the
Region Friuli VG has submitted its own RDP to the
approval of the European Commission

Compatibility and consistency
Measures for rural development shall be
consistent with other Community policies and
measures Consistency shall also be ensured with
measures implemented under CAP, particularly
common market organisations and agricultural
quality and health, as well as between different
rural development measures The RDPs submitted by
Member States shall include an appraisal of the
compatibility and the consistency of the support
measures envisaged, and, an indication of the
measures taken to ensire compatibility and
consistency

Monitoring and evaluation
  • The Commission and the Member States ensure
    effective monitoring of implementation of rural
    devolepment programming
  • Monitoring has to be carried out by way of
    jointly agreed procedures
  • Monitoring has to be carried out by reference
    to specific physical and financial indicators
    agreed and established beforehand.
  • Member States have to submit annual progress
    reports to the Commission

Rural development measures 1. Investments in
agricultural holdings
  • The support is aimed at modernising farming
    machinery, equipment and
  • systems to improve income as well as living and
    working conditions of
  • farmers.
  • Such investments must meet one or more of the
    following objectives
  • reduction of the production costs
  • improvement of the quality of productions
  • preserve the environment
  • meet hygiene and animal welfare requirements
  • diversification of agricultural production
  • Support for investments are granted to
    agricultural holdings
  • if their economic viability is demonstrated
  • if the minimum standards regarding the
    environment, hygiene and animal welfare are
    achieved
  • if farmer posseses adequate occupational skill
    and competence

young farmers, early retirement, training
  • Setting up of young farmers
  • Support are aimed at promoting the entry of young
    farmers
  • Support are given on condition that the farmer
    is under 40 years of age the
  • farmer is setting up for the first time as a
    producer
  • Early retirement
  • A support is aknowledged to the elderly farmers
    (not less than 55 years old)
  • who decide to stop farming a support is
    aknowledged to the farm worker
  • (not less than 55 years old)
  • Training
  • Aimed at improving the occupational skill and
    competence of both farmers
  • and forest holders

areas, areas subject to environment constraints -
A -
  • Compensation for naturally less-favoured areas
  • LFA compensation for naturally less favoured
    areas
  • - mountains areas (limitation of land use and
    significant increase of
  • costs)
  • - areas threatened with abandonment (need of
    land maintenance)
  • - areas affected by specific handicaps (ensure
    the environment
  • conservation and land management)
  • Compensation for areas subject to environmental
    constraints

  • Compensatory allowances
  • Compensatory allowances are granted to the
    farmers who
  • farm a minimum area of land in the LFA
  • undertake to pursue their farminga activity in
    the LFA for at least 5 years
  • apply usual good farming practices consisten with
    the the concepts of environment conservation and
    countryside maintenance
  • Compensatory allowances are granted on the
    basis of the hectares of land
  • used in the Less Favoured Areas

  • Supports for forestry are aimed at contributing
    to the maintenance and
  • development of the economic, ecological and
    social functions of forests in
  • rural areas
  • Support for forestry shall concern one or more of
    the following measures
  • investments in forests to improve their economic,
    ecological or social
  • values
  • investments designed to improve and rationalise
    the production, processing and marketing of
    forestry products
  • investmemt for use of wood as raw material
  • promotion of foresters association aimed at
    improving forestry management
  • restoring the potential of forestry production
    following damage by natural disasters and fire,
    introducing preventative measures
  • - maintenanse and improvement of ecological
    stability of forests in areas of public interest,
    and maintenance of fire breaks

  • Support may be granted for the afforestation of
    agricultural land, provided
  • that the plantation is adapted to local
    conditions and compatible with
  • environment
  • This latter support covers
  • costs of plantation
  • an annual payment per hectare planted accounting
    for costs of management (period not longer than 5
    yrs.)
  • an annual payment per hectare, meant at
    compensating the economical losses (period not
    longer than 25 yrs.)

marketing of agricultural products - A -
  • Supports for investments are aimed to facilitate
    the improvement and the
  • rationalisation of processing and marketing of
    agricultural products
  • One or more of the following objectives are
    considered
  • orientation of production towards the foresseable
    market trends
  • rationalisation of marketing channels or
    processing procedures
  • improvement of products presentation,
    preparation, the improvement of the management of
    by-products processes or waste
  • application of new technologies
  • innovative investments
  • quality monitoring
  • monitoring of health conditions
  • environment protection

  • Supports can be granted for the investments of
    the enterprises if th
  • following basic requirements are met
  • where economic viability is demonstrated
  • where minimum standards concerning the
    environment, hygiene and animal welfare are
    achieved
  • Investments must contribute to improve the
    situation of the basic agricultural
  • sector which is concerned
  • Normal market outlets for the products concerned
    existence

Agri-environmental measures - A -
Supports for agricultural production methods
aimed at protecting the environment and the
countryside are granted with the objective of
fullfilling the EU policy targets regarding the
agriculture and the environment Supports are
granted to farmers who give agri-environmental
commitments for at least five years (longer
period can be considered for some
particular commitments) Agri-environmental
committments are additional and shall involve
more than the application of usual good farming
practises Agri-environmental committments
provide services that are not provided by the CAP
market support or compensatory allowances

  • Supports will be given for the following actions
  • the use of agricultural land wchich are
    compatible with the protection and the
    improvement of environment, the landscape and its
    features, natural resources, the soil and genetic
    diversity
  • environmentally-favourable extensification of
    farming and management of low-intensity pasture
    systems
  • the protection and conservation of high
    nature-value environments which are under threat
  • the protection of the landscape and of the
    historical features of the agricultural land
  • the promotion of the environmental planning
    method in farming practice

  • Supports for agri-environmental committments are
    granted on annual basis
  • and take into account
  • income foregone
  • additional cost arising from the committment
    given
  • the need to provide an incentive
  • The supports are based on that area of the
    holding where the agri
  • environmental committments are applied

development measures
  • Other measures which can receive a support a
    grant under the rural
  • development principles are
  • land improvement
  • reparcelling
  • setting-up of farm relief or farm management
    services
  • marketing of quality agricultural products
  • basic services to rural population
  • benovation of villages and protection of rural
    heritage
  • diversification of agricultural activities and
    activities close to agriculture providing
    alternative incomes to farmers
  • encouragement for tourist and craft activities
  • protection of the environment in connection with
    agriculture, forestry, landscape conservation, as
    well as the improvement of animal welfare
  • restoring agricultural production threatened by
    natural disaster
  • financial engineering
