4BIOGRAPHY
- Rong-Huei Lee began his career in Special
Education in 1978 at the Tai-chung School for the
Deaf where he served as Dean of Students from
1978 to 1982 and as Chief of General Affairs from
1982 to 1986. Mr. Lee was named?Excellent Teacher
of Special Education? in 1980. As a part of this
recognition he was chosen to be a member of a
Taiwan Ministry of Education 30 days tour to the
USA and Canada to visit Special Education
programs. In 1986 he was asked to serve as Chief
of General Affairs of Taipei Municipal School for
the Deaf by Principal Chang, Ming-Huei. In 1990
he was transferred to serve as Chief of General
Affairs of Taipei Shih-Lin Commercial High
School. Together with Principal Chang, Mr. Lee
helped oversee the completion of the Shih-Lin
Commercial High School Building.
5BIOGRAPHY
- In 1995 Mr. Lee earned his Master Degree in
Leadership Education at Madonna University,
Michigan. Upon completion of his masters degree
he returned to Taipei where he started research
on the ?Three Combine One Strategy? which was
being piloted at Shih-Lin Commercial High School. - In 2003 Mr. Lee earned his Doctor Degree in
Leadership Education at Spalding University,
Louisville, Kentucky. Upon completion of his
Doctors Degree he transferred to serve as a
Principal of Taipei School for the Hearing
Impaired from 2004.
6BIOGRAPHY
- As an education executive for over 29 years, Mr.
Lee believes that a students success requires
more than just quality academic instruction. A
students success also requires good counseling
and excellent student services. This dissertation
is the culmination of his work and reflects his
special interest in ensuring student success. - As a result of this work, he has published 6
serial articles in the Three Combine One Strategy
magazine(April,1997 to June,1999)in which he
discussed what educators can do to improve
student success. These articles also chronicled
the lessons of Mr. Lees mentor, professor Lee,
pin-Nan who taught people lessons in Chinese
culture philosophy and spirituality. His guidance
gave the author the strength to set and pursue
high goals of life and to help others
7ABSTRACT
- In the past Taipei School for The Hearing
Impaired, located in TAIPEI, focused on teaching
students specific skills, Today, and in the
future, Taipei School for The Hearing Impaired
seeks to prepare students to be able to function
in a highly knowledge based environment where
theability to process information quickly, learn
new skills and adapt to changes is more important
than possessing one specific skill. The goal of
this change is to better prepare students to
become successful hearing impaired leaders in
todays quickly changing global world environment.
8ABSTRACT
- In the past Taipei School for The Hearing

- The purpose of this dissertation is to examine
the effectiveness of the ?Three Combine one
Strategy?, Which includes education reform
program at Taipei School for The Hearing Impaired
and if the findingsprovide sufficient support to
advocate that similar reform programs
beimplemented in other high schools for the
Hearing Impaired in Taiwan.
