  • Romanias participation in the Fifth
    Framework Programme was not fully satisfactory
    and did not allow the research community to reap
    the full benefit from the programme.
  • Romania should now make efforts to further
    reinforce the research-related administrative
    capacity and infrastructure, so as to ensure
    successful participation in the Programmes. In
    addition, Romania needs to improve the
    co-operation between the research sector and
    enterprises. Budgetary resources allocated to
    research and technological development remain
    limited.

  • April 2, 2003 - Launch of the Call
  • April 15-30, 2003 - By MEdC initiative were
    invaited 7 Romanian partners MEdC, Romanian
    Academy, INID, CCIRB, AMCSIT, IPA SA, Western IQ
  • May 6, 2003 - meeting with Mr. Louis BELLEMIN, in
    Bucharest - it was confirmed that only public
    bodies are eligible for project - IPA SA and WIQ
    became subcontractors
  • May 10-30, 2003 - dialog with EC representatives
    of EC related to subcontractors. The answer they
    can be included in proposal, with very well
    defined responsibilities.
  • 15 May-25 June, 2003 - Writing the proposal

    centers with over 2500 researchers

    body, responsible for the National Research

    according to PHARE Project 9305 regarding the
    Restructuring of the Romanian Science and

  • To set up an unitary and coherent Romanian system
    for impute/output of the FP6 and ERA related data
    and information
  • To increase co-operation between Romanian
    research organizations and the similar
    organizations from EU and AC countries
  • To improve the participation of Romania in FP 6
  • To support and accelerate the integration of the
    Romanian research community into the European
    Research Area

  • To help the Romanian scientific stakeholders to
    overcome barriers such as
  • lack of experience
  • lack of time
  • lack of complete and accurate information about
    FP6 and ERA
  • low level of confidence some European partners
    have regarding Romanian participants
    competencies.
  • To stimulate Romanian scientists participation
    in FP6 and ERA at two levels
  • at national level the virtual network of
    National Contact Persons will inform, stimulate
    and encourage Romanian participation and will
    ensure the integration and better communication
    flow inside the national scientific community
  • at European level Romanian scientists will
    become better known and will capitalize their
    full potential the Romanian scientific community
    will achieve the critical mass and the level of
    integration needed to become more attractive for
    European potential partners

  • Who is our target?
  • The target group of the project are the
    Romanian research organizations, including
    universities, seen as a whole, but also as a part
    of the larger European research community
  • 35 National RD Institutes
  • 63 Research organizations belonging to the
    Romanian Academy
  • almost 200 RD organizations belonging to MEdC
    and other ministries
  • more than 300 SMEs with research activities
  • more than 200 de Research Centers within the 75
    Higher Education Universities

  • What we propose?
  • To extend and improve the national network of
    National Contact Points (NCP)
  • To set up and strengthen the virtual national
    network of High Quality Research Centers
  • To be permanently in contact, either
    electronically or directly, with most of the
    Romanian researchers in order to support and help
    them in searching for partners, setting up of
    consortia and writing wining proposals

  • By what means? (1)
  • The ROINTERA One stop shop FP6 information
    system is already set up as a supporting tool for
    every activity of the consortium, related to the
    events organized, as well as to both internal and
    external co-operation and communication of and
    among the research organizations, within the 6th
    Framework Programme (www.rointera.ro).
  • Organization of at least 22 meetings to exchange
    best-practices and assist researchers to write
    proposals (seminars, workshops, conferinces) in
    at least 13 Romanian Cities

  • By what means? (2)
  • Editing and submitting of a quarterly FP6 News
    (Romanian), addressing the Romanian potential FP
    6 proposers, containing selected information
    received from both European Commission and NCPs
    from other countries
  • Editing and distributing via e-mail and projects
    portal of a quarterly FP6 - News from Romania
    (English), addressing the European research
    community, via NCPs from each European country,
    containing information related to the needs of
    cooperation, but also scientific achievements of
    the Romanian research community

  • What results we expect to get?
  • A better understanding of the research objectives
    and the appropriate procedures of FP6, as well as
    a constant and tenaciously effort for taking
    advantage of the FP6 offered opportunities
  • A greater European wide visibility of the
    Romanian research community
  • An increased quality and number of the proposals
    with Romanian partners and, by consequence, an
    increased number of the eligible and funded
    proposals
  • An increased rate of return of the financial
    contribution to the EC RD budget
