Program Concept
SWIM is an IT infrastructure program that will
operate in the background to provide data to
authorized users
  • SWIM will
  • Implement a Service-Oriented Architecture (SOA)
    in the NAS
  • Identify industry standards, best practices and
    COTS products for use by other NAS programs
  • Establish governance policy, process, mechanisms
    and metrics

Program Status
  • Joint Resources Council (JRC) Final Investment
    Decision was made on 20 June 2007
  • Two-year baseline (FY09 and FY10) approved
  • SWIM will return to the JRC in FY09 for approval
    of the rest of Segment 1 (FY11-13)
  • JRC decision for SWIM Segment 2 expected in FY10
  • Funding would start in FY12

Segment 1 Program Overview
  • Nine Segment 1 capabilities were derived from
    Communities of Interest
  • Aeronautical Information Management (AIM)
  • Flight Flow Management (FFM)
  • Weather
  • SWIM will not implement a separate infrastructure
    for Segment 1
  • SWIM will leverage existing infrastructures,
    processes, resources, and logistics chains that
    are part of the program offices implementing the
    9 SWIM capabilities
  • SWIM Governance will establish operating rules
    for the stakeholders and their services/applicatio
    ns to ensure use of common protocols and
    interfaces, assisted by use of commercial
    software for some Core Services
  • In-Service decisions are delegated to
    implementing programs

SWIM Segment 1 COI Capabilities
Capabilities will be implemented as services by
SWIM SIPs over the next five years

Program Approach
  • SWIM is working with SWIM Implementing Programs
    (SIPs) to finalize SWIM requirements documents
  • SIPs include ERAM, TFM, AIM, Terminal, CIWS,
    ITWS, and WMSCR
  • ITWS and CIWS teams are developing SWIM
    prototypes for selected products in FY08
  • Starting in FY09, each SIP will receive their
    requirements, SWIM Governance documents, a SWIM
    tool kit, and budget to develop the required
    capabilities

  • Complete Segment 1 requirements documents
  • Complete Architecture Prototyping and work to
    validate Segment 1 architecture
  • Complete Trade Study to select COTS products used
    to provide Segment 1 Core Services
  • Prepare for Segment 1 development in FY09
    configure lab, identify commercial products,
    develop FY09 Service Level Agreements with SIPs
  • Work with SIPs to prepare refined cost and
    schedule estimates for JRC in FY09 (Segment 1B)
  • Initiate Segment 2 Definition

ITWS/CIWS Prototyping
  • Two weather services were selected for limited
    prototyping in FY08 ITWS and CIWS
  • ITWS Prototype is using the Iona Fuse (open
    source) service container software on three
    weather products Microburst TRACON Map
    Product, Gustfront Product, and the Configured
    Alerts Product
  • CIWS Prototype is using the Mule (open source)
    service container software on two mosaic weather
    products VIL and EchoTops
  • Both prototypes are developing a SWIM service
    that includes client server software, using
    SWIM-like standards and products for Core
    Services.
