Title: Appraisal

1
Appraisal Revalidation
  • Dr Tina Ambury MRCGP
  • Vice Chair RCGP
  • Hon Secretary NANP

2
Principles of revalidation May 2000
  • Must inspire public confidence
  • Transparent
  • Must identify under-performance
  • Must enjoy professional support
  • Feasible
  • Flexible
  • Must not disadvantage any group of doctors

3
Questions and Concerns May 2000
  • Appraisal must be a supportive and developmental
    tool
  • The appraisers will have to be trained
  • Appraisal must be completely separate from
revalidation but will feed into it

4
Cause for concern ...Halloween 2000
  • Vagueness of proposals regarding doctors outside
    managed organisations
  • Complete lack of cost projections and
    identifiable funding sources
  • Data collection

5
Dont Panic! April 2001
  • Revalidation is not meant to be arduous
  • Evidence of reflective practice and CPD
relevant to your needs goes a long way
  • Collect data that is useful to you

6
Revalidationhow can we assess?
  • Competence in day to day matters
  • Able to deal with rarer conditions / new advances
  • The right professional attributes
  • A profile of the doctors work
  • A personal development plan
  • Peer and patient assessments

7
Revalidation or recertification?
  • Licence to practice in UK is contingent on full
    registration with the GMC.
  • Granted at completion of pre-registration house
    jobs
  • From 2005 only valid for 5 years
  • Opt in system
  • Primary certification medical degrees from
    universities approved by GMC
  • Secondary certification attainment of
satisfactory level of specialist practice (PMETB)

8
Appraisal
  • NHS appraisal
  • to give doctors feedback on past performance and
continuing progress and to identify educational
and development needs it is part of a doctors
career development and not part of a disciplinary
    process
  • Dept of Health
    2002

9
Principles of appraisal
  • An educational process not performance management
  • Confidential normal GMC duties apply
  • Protected time (or paid)
  • Assists revalidation process
  • Helps identify educational needs and learning
    plan for year
  • Aggregated info fed into local PLTs

10
Revalidation Appraisal
  • Annual appraisal for all NHS workers
  • Part of the 5 year revalidation cycle
  • Quality assurance of appraisal process will
ensure doctors on track to be revalidated
  • GMC only able to sample doctors folders
  • Revalidation is a summative process if unable
to be revalidated then doctors will enter the GMC
    performance procedures

11
March 2003 and beyond
  • Revalidation will be launched April 2003
  • All doctors on the medical register will receive
    an information pack
  • The GMCs view is that the fact that the doctor
is fully engaged in the appraisal process
    (formative remember), then revalidation
    (summative) will be automatic

12
Stop Press!!
  • The GMC package should be coming out to all UK
    doctors soon
  • There are still concerns about the explicit link
    between appraisal and revalidation
  • Appraisal for Non-principals is currently being
developed (NANP RCGP are involved) and should
be in place sometime this year

13
So, the jury is still out
