Global International Agreement
  • The Basel Convention on hazardous wastes (1989)
    is the only pan-global international agreement
    currently affecting electronic waste.
  • The stated objective of Basel is To ensure that
    management of hazardous wastes and other wastes
    including their transboundary movement and
    disposal is consistent with the protection of
    human health and the environment whatever the
    place of disposal.

Who does it affect in the Electronics Industry?
  • All producers of waste electronic product,
    globally.
  • All recyclers of waste electronics product,
    globally.

Why does it affect the industry?
  • Wastes contained in Annex 1 of the agreement are
    characterized as hazardous under Article 1,
    paragraph 1 (a), of the Convention.

Why does it affect the industry?
  • This includes, for example, Waste electrical and
    electronic assemblies or scrap containing
    components such as accumulators and other
    batteries included on list A, mercury-switches,
    glass from cathode-ray tubes and other activated
    glass and PCB-capacitors, or contaminated with
    Annex I constituents (e.g., cadmium, mercury,
    lead, polychlorinated biphenyl).

  • Ensure that the generation of hazardous wastes
    and other wastes within it is reduced to a
    minimum.

  • Ensure the availability of adequate disposal
    facilities, for the environmentally sound
    management of hazardous wastes and other wastes,
    that shall be located, to the extent possible,
    within it, whatever the place of their disposal.

  • Ensure that persons involved in the management of
    hazardous wastes or other wastes within it take
    such steps as are necessary to prevent pollution
    due to hazardous wastes and other wastes arising
    from such management and, if such pollution
    occurs, to minimize the consequences thereof for
    human health and the environment.

  • Ensure that the transboundary movement of
    hazardous wastes and other wastes is reduced to
    the minimum consistent with the environmentally
    sound and efficient management of such wastes,
    and is conducted in a manner which will protect
    human health and the environment against the
    adverse effects which may result from such
    movement.
