3Legal status of SAP
- NEPAP was approved by Presidents Decree ?6007
dated 2.12.2002 to provide environmental safety
of the country and sustainable use of natural
resources - NCAP was approved by the State Commission
responsible for commitments of Turkmenistan under
international conventions and environmental
programs of UN (October 2002). NCAP activities
were agreed with the executive agencies.
Implementation of NCAP results in SAP
implementation. - SAP is a regional action plan approved by all
the Caspian states in 2003, aimed at achieving
goals set before CEP, including sustainable human
development in the Caspian sea and coastal areas.
SAP activities are supported by SAP
implementation.

20Conclusions
- NCAP is based on NEPAP and partially implements
SAP. - Outcomes of NCAP/SAP implementation in 2002-2005
- out of 86 SAP activities 55 were implemented,
i.e. 64 for the amount of 18 553 306 - CEP reports for 2006 are mainly complete
- Implementation of MSGP and public participation
component is satisfactory.
