General Country Information
  • South East Asia developing country, a peninsula
    looking on the Pacific Ocean, common border with
    China Laos and Cambodia.

Energy situation in Vietnam
  • High potential of sources of energy (Petrol, gas,
    coal, hydro power), but the exploitation is
    limited.
  • Export near than 20 million tons of crude oil, 10
    million tons of coal in 2003.
  • Import about 7 million tons of refined oil
    (benzene, petrol, oil) per year.
  • Lack of energy for development (electricity
    exported to Laos, imported from China)

Energy conservation in Vietnam
  • Since 1995, Vietnam launched an Energy
    conservation program, but made not much
    progress.
  • Recently, the Vietnam government issued the
    Decree No 102/2003/ND - CP on 3/9/2003 on the
    Economic and efficient use of energy, regulating
    the criteria for lighting in big building, for
    energy consumed appliances in industry and
    households. The decree also regulates the
    labeling of energy consumed appliances standard.
  • Appliances meet certain level of energy
    efficiency can be labeled to certify the
    satisfaction of the standard required.

Local Institutional Framework

    the south (No3) and in the middle region (No2)
  • Testing facilities available in VILABs, in
    Universities and in three technique centers
  • Testing standard - Compiled by the Standard
    Institute (voluntary except in Hygiene and Safety
  • Enterprise standard - Must be proclaimed
    officially and compulsory in enterprise.

National SL Programs
  • National energy conservation programs.
  • Demand side management (DSM) program by EVN.
  • Minimum performance standards for Motors and
    Lighting products.
  • Research and pilot study on efficient lighting
    (Compact fluorescent lamps replace incandescent
    lamps for street lighting in small road).
  • Standard and Labeling program initiated by
    VINASTAS for ballasts and household lighting
    products for the period 2004 - 2006.
