Current Environment
  • The Canada Border Sservices Agency (CBSA) manages
    119 land-border crossings
  • Similar portfolio to the US Northern Border
  • CBSA Inspection space accommodated in 2
    categories of space
  • CBSA/Government of Canada owned Custodial space
    and
  • Space provided free of charge pursuant to
    Legislation and Regulations (10 Bridges and 1
    tunnel in Ontario)
  • Approx. 70 of the Canada-US trade is processed
    through 6 land ports of entry. Half of Canadas
    exports are from Ontario

  • As part of the Government of Canadas overall
    commitment to strengthen Canadas border
    infrastructure, the CBSA has made a number of
    strategic investments designed to facilitate the
    flow of legitimate people, trade and commerce
    while, at the same time, enhancing our capacity
    to identify and interdict illegal persons or
    contraband from entering Canada
  • Over the past 5 years CBSA has made considerable
    investment in the redevelopment and modernization
    of a number of our larger port of entry
    facilities

Port Replacement Projects CBSA Custodial
Facilities
  • ST. STEPHEN, N.B.
  • Supports Atlantic Gateway initiative
  • New CBSA port facilities will provide a modern
    efficient crossing that will expedite the flow of
    commercial goods
  • Site construction commenced March 2008
  • Project construction on target and scheduled for
    December 2008 completion
  • New port will have 4 travellers lanes and 2
    dedicated commercial lanes.

  • Armstrong, Quebec
  • Port is the designated commercial entry point for
    goods arriving from the New England States to the
    Beauce and Quebec City Regions
  • Construction completed in 2004
  • Stanstead, Quebec
  • Port facilities were completely replaced with a
    new commercial and travellers facility
  • Construction and realignment of the inbound and
    outbound commercial lanes was coordinated with
    the Provincial and State Transport
    representatives
  • Construction completed 2005

  • Realignment and construction of the commercial
    Primary Inspection Lanes has improved the flow of
    commercial traffic. Completed 2007
  • Additional 10M earmarked to expand and
    modernize the commercial and bus processing

    2009/2010
  • Coutts, Alberta
  • Joint Canada/US facility constructed under the
    auspices of the Canada/US Shared Border Accord
    Initiative
  • Project completed 2004

  • Will be the primary point of entry for passenger
    vehicles arriving for the Winter 2010 Olympics
  • Number of inbound lanes increased to 10 - 2 lanes
    have been designated for NEXUS users
  • Project complete 2008

CBSA Legislated Facilities
  • The legislated Bridge and Tunnel facilities
    account for approx 60 of the commercial and
    non-commercial land border traffic.
  • Of the 10 largest land border crossings, 8 are at
    the major toll bridges and the tunnel in Ontario
  • Peace Bridge, Fort Erie, Ontario
  • Construction of new Travellers facilities
    completed 2007
  • CBSA is participating in the environmental
    assessment for the proposal to twin the bridge
    and expansion of the commercial operation.

  • Queenston Bridge, Niagara Falls, Ontario
  • Addition of a 5th lane to the bridge and enhanced
    capacity to the Queen Elizabeth Highway
    completed
  • CBSA currently working with Bridge Authority on
    redevelopment of port of entry
  • Proposed in-service date is December 2010.
  • Three Nations Bridge, Cornwall, Ontario
  • CBSA working with the Bridge Authority and
    Transport Canada on the replacement of the
    commercial inspection facilities
  • Jurisdictional and approval issues with First
    Nation.

  • International Bridge, Sault Ste. Marie, Ontario
  • CBSA working with the Bridge Authority and
    Transport Canada on the replacement of the
    commercial inspection facilities.
  • Detroit Windsor Gateway
  • 25 of the trans-border trade between Canada is
    processed through the Windsor-Detroit Gateway
  • All large truck traffic in the Windsor-Detroit
    Gateway has to use the Ambassador Bridge
  • Operational and security issues with the bridge
    owner related to the location of the off-site
    commercial examination facilities
  • Projects
  • Twinning of the Ambassador Bridge
  • Detroit River International Crossing

Pressures - Challenges
  • Long-Term Investment
  • Although significant improvements have been made
    at large and medium sized land ports, a
    significant backlog of approx. 90 small ports
  • Majority in excess of 35 years and need
    replacement.
  • At current levels of funding, these
    redevelopments will require in excess of 15 years
    to implement
  • Challenge is to sustain the existing inventory of
    large and medium sized ports, while redeveloping
    the small ports

Pressures Challenges contd
  • Doubling-up Initiative
  • CBSA will be increasing staff at all ports of
    entry to eliminate work alone situations
  • A number of the smaller CBSA port facilities
    cannot accommodate additional staff without major
    renovation or replacement.
  • To be completed over the next 3-5 fiscal years
  • This initiative will also include the
    construction of additional residential units
    where required.
  • Inland Enforcement
  • Fiscal impacts associated with the need to
    address detention centres
  • Arming Initiative
  • Major investment in the expansion and renovation
    of the Training facilities at the Canada Customs
    College.
