Title: Online Electronic Records With EMPI

1
Online Electronic Records With EMPI
  • Wingtat Yu

2
Introduction
  • ABC, an independent hospital affiliated with
ABCD, looks to implement an integrated online
electronic record system in order to enable
health care professionals to access its network
    and record information from anywhere.

3
To achieve this
  • A series of three systems to be integrated into
    one comprehensive system.

4
They are
  • (1) Enterprise Master Patient Index (EMPI)
  • (2) Clinical Data Repository
  • (3) Data Warehousing

5
With this new system in place
  • The hospital will be able to
  • 1. Accurately create unique identification means
    for each patient

6
With this new system in place
  • The hospital will be able to
  • 2. Store his/her information (with no redundancy)
from many different sources to a single point
    under a common data format

7
With this new system in place
  • The hospital will be able to
  • 3. Distribute them to various departments for
clinical data extraction, financial, medical (and
    insurance) billing, pharmaceutical, and other
    administrative purposes

8
EMPI
  • Incorporate important patient identifiers and
    demographic information when identifying
patients, creating a unique ID number for each
    patient.
  • EMPI is still at the design phase at CHP

9
Clinical Data Repository
  • Store patients clinical information received
from different sources at a single point
  • ABC has not yet purchased the system for clinical
    repository

10
Data Warehousing
  • Similar to clinical repository
  • Also store patients more general information and
distribute them to various outlets for billing
    and other administrative purposes
  • Combines clinical and financial data under a
common data format so staff can perform data
    extraction any time

11
Data Warehousing
  • Presently there is a lack of vendors for
providing data warehousing systems and therefore
its implementation is not yet in existence.
  • Custom in-house development of a data warehousing
    system has been planned

12
Focus On One Problem
  • Issuance of too many different numbers to a
    patient for identification purpose

13
Why a Problem?
  • Duplication and misidentification of patient
    records

14
The Solution
  • Enterprise Master Patient Index (EMPI)

15
How?
  • Employ main patient identifiers and demographic
    information when identifying patients.
  • It provides a unique enterprise person identifier
    for each patient.

16
Specific Benefits (stated by CIO)
  • Providing registrars and schedulers with
    integrated access to enterprise-wide
    patient/membership data

17
Specific Benefits (stated by CIO)
  • Enabling data warehouses extracting data from
multiple sources to identify common patients,
physicians, and payers in their analysis

18
Specific Benefits (stated by CIO)
  • Supporting data integration between
information systems used by disparate facilities

19
Major Vendors (EMPI)
  • STC
  • HIE (HBOC)
  • TSI
  • 3M Health System
  • SMS
  • Cerner

20
Selected Two
  • 3M Health System
  • SMS

21
SMSs Product
  • Enterprise Access Directory (EAD)
  • A common repository for patient demographic,
    insurance and visit information

22
SMSs Product
  • Enterprise Access Directory (EAD)
  • Streamlines their registration process by common
    data storage

23
SMSs Product
  • Enterprise Access Directory (EAD)
  • Central access to EAD from any local registration
    system

24
SMSs Product
  • Enterprise Access Directory (EAD)
  • Combines with the Lifetime Clinical Record (LCR)
to provide a single repository for the integrated
    health network

25
3Ms Product
  • Master Member Index (MMI)
  • A permanent identification number--the 3M unit
numberto tie these diverse records together

26
3Ms Product
  • Master Member Index (MMI)
  • Structure of the Member Record
  • For each member, the MMI contains a central
record that is unique to that individual

27
3Ms Product
  • Master Member Index (MMI)
  • Contains many data items
  • Social security number, passport number, birth
    date, new home, new business
  • Accept updates to all identifying information
    except the 3M number

28
Evaluation Criteria Established By CIO
  • Ease of Use - (4-excellent, 3-good, 2-average,
    1-poor)
  • Integration with other related systems/software?

29
Evaluation Criteria Established By CIO
  • Determine patient identity based on
  • Last name?
  • First name?
  • A unique unit number?
  • Date of birth?
  • SSN?
  • Cost

30
EMPI Software Products
  • See Table

31
Recommendation
  • Both MMI and EAD are very competitive
