Title: Aircraft Owner v' Operator Requirements: Challenges in Managing the Safety and Transfer of Used Airc

1
Aircraft Owner v. Operator Requirements
Challenges in Managing the Safety and Transfer of
Used Aircraft
2
Major Discussion Points
  • Used aircraft industry has changed substantially
  • 30-35 of operating fleet is now leased
  • Business aviation with unique airplane
    configurations
  • Current system for aircraft transfer is
    cumbersome, time-consuming, and costly
  • Delays to customers, limited MRO capacity,
    contract penalties, etc.
  • Lack of transparency/visibility of national
    requirements and acceptance process
  • May improve with new EASA remit for operations

3
Major Discussion Points
  • Inspectors may not be aware of requirements
  • More training and awareness needed
  • Leasing companies mirror aviation authorities
the weakest CAA drives the strongest
    requirements in leases
  • Streamlining of transfer in some manner is
    needed.
  • Recordkeeping, greater acceptance of STCs and
    data.
  • New bilateral with the EU should enhance the
    progress already being made.

4
Reaction from the Floor
  • Industry asked for a single source for the
    operating requirements of National Aviation
    Authorities
  • e.g. guidance document, website, etc.
  • EASA is envisaging more flexible requirements for
    operators of large airplanes, regarding
    contracting with Continued Airworthiness
    Management Organisations (CAMO)
  • Attendees favored continuing dialogue and further
    bilateral changes
  • Leasing companies should contribute more and more
    in this system.
