IUID Basics
Super Serial
  • Assign an item a globally-unique identification
    number
  • Apply a permanent machine-readable mark to the
    item, containing that globally-unique
    identification number
  • Register that identification number in a central
database, linking it to pedigree data about that
specific item, such as cost, manufacturer, part
    number, date acquired, etc.
  • Use that globally-unique identification number
for life cycle management of the item

Unique Item Identifier (UII)
AIT Enables Error-Free Data Transfer
Over the next several years, Serialized Item
Management will transition to Uniquely
Identified Item Management based on a single
data element, the Unique Item Identifier
3
AIT is Key to IUID Data Integrity
UII can contain up to 50 characters
  • D123455513HGR13136574867635009

Goal Eliminate key entry of data!
Each uniquely identified item must bear a data
matrix symbol encoding its Unique Item Identifier
(UII)
Area Imager Enables Error-Free Data Transfer!

Items that Require Item Unique Identification
(IUID)
  • IUID is Required by DoDI 8320.04 for
  • A delivered Item with unit price gt 5,000.00
  • An item that is identified by the requiring
    activity as DoD serially managed
  • An Item that is identified by the requiring
activity as mission essential or controlled
    inventory
  • A parent item that contains a DoD serially
    managed subassembly, component or part
  • IUID is Optional by DFARS/DOD Policy for
  • Any other item that a PM or item manager desires
    to uniquely track
  • Additional Items Where IUID is Required by Army
    Policy
  • Per AR 750-1, para. 3-7.0.1
  • (1) The maintenance of all end items and Class IX
reparable items with a Maintenance Repair Code
(MRC) of F, H, D, or L will be managed at the
    serial number level of detail.
  • By requiring these items to be serially managed,
they are placed in a category that DoD requires
    to be uniquely identified.

A tangible item used by DoD which is
designated by a DoD or Service item manager to be
uniquely tracked, controlled or managed in
maintenance, repair and/or supply by means of its
serial number Source DoD Guide to Uniquely
Identifying Items, 1 Oct 08

IUID AccomplishmentsMarking and Registration
  • 6,151,727 Items registered
  • 4,364,709 New items
  • 1,787,018 Legacy
  • 1,498 Contractors have delivered new UIIs
  • 868 of the contractors (58) are small
    businesses
  • 1,442,423 of the new items (33) are from small
    businesses
  • Growth rate of over 42,000 new UIIs/week
  • 321,627 Items are in GFP status
  • Based on current size status in CCR
  • Legacy and GFP UIIs often come in large
batches and weekly rates for those are not
    meaningful
  • as of 29 April 09

IUID Accomplishments New Army
IUID Applications
  • Arms Rooms
  • Major time saving and accuracy improvement in
Issue, receipt and inventory processes and
    improvement in management information
  • PM J-AIT moving to field Commercial-off-the-shelf
(COTS) Logistics System Arms Room across Army
  • Procurement Tracing
  • New statutory requirement to certify unit level
receipt of major systems by Reserve Components
  • Army G-8 decision to leverage the unique item
    identifier
  • (UII) and use Property Book Unit Supply
    Enhanced
  • (PBUSE) to trace specific items to units
  • CCPs to mod PBUSE in process

IUID Challenges
  • Challenge Suppliers use incorrect syntax when
encoding data in the data matrix symbol result
    encoded data is unusable
  • Solution
  • Verify that proper syntax is being used in the
    mark by validating pre-production samples
  • PM J-AIT has assembled do-it-yourself solution
consisting of hardware from AIT III contract and
    Navy online software
  • Accessible from any computer with Internet access
  • Hardware cost 379
  • Details at http//www.eis.army.mil/ait/Technology/

IUID Challenges (cont.)
  • Challenge Non-Recurring Engineering of Marks
  • Determining and documenting in Tech Data Package
(TDP) or Depot Maintenance Work Requirements
(DMWR) requires engineering effort and can be
    very expensive
  • There is no good mechanism to share marking
    solutions
  • The ability of some marks to meet MIL-STD-130
    durability requirements is suspect
  • Solution
  • AMC committed to the development of Publication X

11
Publication X Concept Features
  • Is a globally accessible catalog of
    pre-engineered IUID marking solutions
  • Is permissive rather than mandatory
  • Is applicable to all labeled assets less Aviation
    Critical Safety Items/Flight Safety Critical
    Aircraft Parts (ACSI/FSCAP)
  • Authorizes and prescribes both temporary and
    permanent IUID marking solutions
  • Is integrated with the Armys IUID marking
    infrastructure
  • Facilitates modification of TDP and DMWR
  • Is a dynamic, living, electronic publication
  • Initial stakeholder meeting in June 2009.

12
IUID Challenges
  • Challenge Unmet public expectations
  • Discussion
  • IUID requirement initiated in 2003
  • At this time, there is emphasis on marking and
registering items (a cost) but few applications
that use the UII to provide a benefit BUT THAT
    IS ACCORDING TO PLAN
  • Need to get critical mass of items marked will
    take several more years
  • Concurrent development of the Single Army
    Logistics Enterprise (SALE) with IUID
    capability
  • Critical mass marked IUID-enabled SALE
