  • Not all DSCR Procurement Solicitations are posted
    to CAPRS.
  • BSM Solicitations are distributed via DIBBS
    website.
  • ESOD Solicitations are not posted on these
    websites.

20
DLA-BSM/DIBBS
  • The DLA-BSM Internet Bid Board System (DIBBS) is
    a web-based application.
  • This website provides users an opportunity to
search and view data associated with BSM
    solicitations.
  • The web address for BSM/DIBBS is
    https//www.dibbs.bsm.dla.mil/ .

21
DLA-BSM/DIBBS REQUIREMENTS
  • Vendor registration is required to receive a
    login account and password.
  • To register for secure portions of DLA DIBBS, the
company must already be registered in the Central
    Contractor Registration (CCR) system.
  • The super user acts as the account administrator
    for a CAGE.

23
DLA-BSM/DIBBS OBTAINING DATA
The unrestricted data for a NSN can be downloaded
in one file using Winzip.
24
DLA-BSM/DIBBS
OBTAINING DATA
Individual drawings in a package may be downloaded
25
PRODUCT DATA MANAGEMENT INITIATIVE
  • Product Data Management Initiative (PDMI) will
    bring Technical Data Management including
Distribution of Technical Data into the 21st
    Century.
  • PDMI combines Technical Data Management with BSM
as one system, with one way to obtain Technical
    Data for all of DLA.

26
PRODUCT DATA MANAGEMENT INITIATIVE
  • Collaboration Folders (cFolders) will be created
for each solicitation that requires a technical
    data.
  • With PDMI, Vendors will register on DSCC Internet
Bid Board System (DIBBS) for cFolders
    access/accounts. Vendors currently register in
DIBBS will not have to re-register.
  • All users will have immediate access to
Distribution A data upon account creation in
    DIBBS.
  • Vendors will access cFolders via a link from
DIBBS or directly from the cFolders website.

27
PRODUCT DATA MANAGEMENT INITIATIVE
  • Vendors will be able to query cFolders for
solicitations based on NSN number, Solicitation
number, PR number, and Document number, in
    addition to other search criteria.
  • Access to viewing and downloading files will be
restricted based on the users authorization and
the information contained in the records.

28

29
DLA-BSM/DIBBS
OVERVIEW
  • DLA is transitioning from its legacy system,
SAMMS, to an enterprise solution BSM.
  • BSM which consist of DSCR, DSCC and DSCP will
provide a single business process for obtaining
    data and meeting customer needs.

30
PRODUCT DATA MANAGEMENT INITIATIVE
  • Each cFolder will be active for users to view
until 30 days past the solicitation close date or
once a contract has been awarded.
  • A cFolder will remain active for the contract
awardee for 30 days after the award date. It
will then be archived for historical purposes.

31
PRODUCT DATA MANAGEMENT INITIATIVE
  • Bottom Line
  • Contractors will have one site and one way to
access Technical Data for all of DLA.
  • No more DSCC, DSCP, and DSCR Websites and
    procedures.
  • One DLA, One Website, One Process!
