Joint Deployment Training Center
"It doesn't do us any good to have sophisticated
and expensive warfighting equipment if we can't
get it to the fight" Chairman, JCS SEP 95
2
Power Projection
  • The ability to rapidly and effectively deploy and
sustain US forces in and from multiple, dispersed
    locations
  • To assemble and move to, through, and between a
    variety of environments, often while
    reconfiguring to meet specific mission
    requirements.

Scope of Activities for Projecting the Joint Force
  • Mobilization
  • Deployment

The Requirement to Improve the Human Element of
the Joint Deployment System is Greater Now than
Ever
5
Background
Deployment Movement of forces and their
sustainment from their point of origin to a
specific operational area to conduct joint
operations outlined in a specific plan or
order. Joint Pub 3-35 (Draft)
  • The Joint Planning and Execution Community
identified a need for an organization to
    coordinate and integrate joint deployment
    education and training
  • Various joint deployment training concepts
evaluated by Joint Deployment Working Group the
Deployment Process Special Action Group (DPSAG)
  • DPSAG supported establishing JDTC at Fort Eustis
  • IOC Dec 97
  • FOC Oct 98

6
Deployment Remains a Hot Topic
  • Joint Training Master Plan 2000 CJCS Commended
Training Issue - The desired state is integrated
    deploymentand redeployment to support
    warfighting requirements
  • SecDef designated JDPO to provide substantial
improvement in the overall efficiency of
    deployment-related activities
  • CJCS MSG on TPFDD Time Standard for Deployment -
Available technology must be coupled with sound
procedures and good trainingto efficiently and
    smoothly execute strategic deployments
  • Chief of Staff, Army - Where do we teach TPFDD
in the School System and how much time do we
spend on that subject---does it reflect current
    efforts to improve Strategic Mobility?

7
  • Mission
  • Develop and provide standardized joint
    deployment and common transportation doctrine,
core curriculum, education, and training for the
Department of Defense to ensure effective and
    efficient joint deployment and transportation
    support to the warfighting CINCs

Purpose To ensure more efficient use of
deployment resources and improve the deployment
and redeployment processes supporting the Joint
Planning and Execution Community

JDTC Priorities
  • Propose, write, refine, monitor, and suggest
    changes to joint deployment doctrine.
  • Develop standardized joint deployment course
    instruction and provide curricula to
  • Existing Service and PME Institutions.
  • Unified and Component Commands.
  • Other locations as required or requested.
  • Develop program for exportable training and
    distance learning.
  • Develop selected in-resident and mobile training
team capability as agreed upon by EAB.

10
Doctrine
11
Joint Deployment Doctrine
  • JTTP 4-01.8, JRSOI
  • Publication pending
  • JTTP 4-01.5, Joint Terminal Operations
  • USTRANSCOM tasked JDTC to produce pub Dec 98
  • Projected Timelines
  • First Draft complete
  • Final Draft due Aug 00
  • Publication Nov 00
  • JTTP 4-01.2 Airlift, Sealift, Prepositioning
  • Undergoing JSJ7/JWFC analysis
  • JDTC/JDPO
  • Analyzing need for JTTPs for Phases I - III of
    Deployment Process to accompany JRSOI

12
Training Development
13
Current Deployment Instruction Obsolete
You Cant Build Training Without Doctrine
  • New conceptual framework
  • Joint Vision 2010
  • Joint deployment and redeployment doctrine
  • Joint Reception, Staging, Onward-movement, and
    Integration doctrine
  • Joint theater distribution doctrine
  • Deployment process education and training
    requirements
  • As is today
  • To be tomorrow
  • Unified Commands say needs not being met with
current deployment PME training and education
  • No common, standard joint deployment education
and training available for self and unit
    development

14
Unified Commands Training Needs
  • Process, deployment as a whole
  • Executive level, decision makers
  • C4I systems, use and capabilities
  • Command relationships
  • TPFDDs, how to read use
  • JRSOI

15
The Joint Deployment Training Audience
  • Only a small portion attend PME schools
  • Senior and Intermediate Service Colleges
  • CAPSTONE program
  • Armed Forces Staff College
  • Entry level training institutions
  • Specialty training courses
  • Others receive joint deployment education and
training via OJT -- or not at all

16
JDTC Solution
JDTC Matches Training With Doctrine
  • Leverages DoD - wide synergy
  • Current, standard, central curriculum development
  • Reductions in costs due to efficiencies
  • Distance learning solutions reduce travel and
    development costs
  • Frees service curriculum developers for other
    tasks
  • Establishes a formal training opportunity for
    distant units and individuals
  • Quality enhancements
  • Provides current, common, standard training
    products
  • Enforces a common standard
  • Ensures legacy beyond the transfer of the SME
