The Housing Green Paper Homes for the Future
More Affordable, More Sustainable Tenants
Forum11 October 2007
2
The Challenges
  • Demand for homes to rent or buy far outstrips
    supply.
  • House prices are growing much faster than
    salaries and wages.
  • Young people are finding it particularly
difficult to get a home of their own.
  • New housing has to be located in sustainable
communities where people are happy to live.
  • Climate change means that housing has to be
greener and better designed in future.

3
The Governments Plans
  • More new homes
  • in places where people want to live..
  • at a price they can afford.

4
More new homes.
  • Between now and 2016, 2 million new homes will be
    built.
  • New homes already planned (including the Growth
    areas) 1,600,000
  • New homes to be planned under new Regional
    Spatial Strategies 150,000
  • Homes to be provided in the 29 New Growth Points
    100,000
  • Homes to be provided in additional New Growth
    Points 50,000
  • Homes to be provided in the five new eco-town
    schemes 100,000

5
More new homes.
  • The new homes will be delivered through a variety
    of mechanisms.
  • reviewing regional plans to ensure they reflect
    the new targets for housing
  • setting targets for developing affordable homes
    in rural areas
  • introducing a Housing and Planning Delivery Grant
    for councils
  • requiring councils to identify housing land
needed for the next 15 years
  • building 200,000 new homes on surplus public
    sector land
  • enabling councils to establish local housing
    companies to redevelop council sites
  • developing 60 of new homes on brownfield sites
  • encouraging councils to reduce the number of
    empty private sector homes

6
in places where people want to live
  • High quality new homes will be located in
    sustainable communities
  • introducing planning gain supplement
  • investing in infrastructure in the growth areas
  • introducing new procedures for planning schools,
    health centres and transport
  • strengthening building regulations so that carbon
    emissions from homes are reduced.
  • maintaining green belts
  • ensuring that new communities are well-designed,
sustainable and inclusive, and contain affordable
    homes and proper infrastructure

7
at a price that people can afford
  • More homes for rent and shared ownership
  • Investing 8 billion in affordable homes between
    2008 and 2011
  • Building 70,000 affordable homes a year by
    2010/2011
  • Encouraging private developers to play a greater
    role in developing affordable homes
  • Enabling councils to develop new housing for rent
and shared ownership through arms length
    management organisations or local housing
    companies
  • Using public sector land to deliver additional
    affordable homes

8
The Implications for Kettering?
  • Growth areas, such as Milton Keynes South
Midlands, continue to be regarded as a nationally
important route for developing new homes
  • Another 13,100 new homes for Kettering by 2021
  • Government recognises that new housing must be
high quality, eco friendly and located in
    sustainable communities
  • Schemes such as Peaselands and Whiteford Drive

9
The Implications for Kettering?
  • Councils are being encouraged to utilise land
    holdings for affordable housing
  • Examples are Sussex Road, Peaselands, Whiteford
    Drive
  • Councils will be able to build new homes using
    ALMOs or local housing companies
  • Are there the opportunities in Kettering to make
    this worthwhile?
  • Councils need to work in partnership with a wide
range of partners to develop affordable homes
  • Housing associations, private developers, Homes
and Communities Agency, other public agencies
