Hard Times by Dickens
  • As educators we live in hard times
  • So, Mr Choakumchild began in his best manner. He
and some one hundred and forty schoolmasters, had
been lately turned at the same time, in the same
factory, on the same principles, like so many
    pianoforte legs..

5
QTS
  • He had worked his stony way into Her majestys
most Honourable Privy Councils Schedule B

6
Trainees
  • He knew all about the water sheds of all the
world (whatever they are), and all the histories
of all the peoples, and all the names of all the
rivers and mountains, and all the productions,
manners and customs of all the countries

7
or Professional Educators
  • If he had only learnt a little less, how
infinitely better he might have taught much more!

8
Professional educators
  • PGCE Student-teachers at Leeds educators not
technicians, not simply implementing the latest
strategy, curriculum or directive BUT debating
    ends and means of education
  • Those who challenge, debate, problematize and
critically analyse the nature, purpose and means
    of education

9
For Citizenship Education
  • I have not the slightest intention of simply
telling you what the Citizenship curriculum
entails and how to effectively implement it
  • I am not addressing technicians
  • I am addressing professional educators
  • I want to prompt you to think about the
    governments aims and purposes
  • I want you to consider the values underpinning
    the Citizenship curriculum
  • And so, colleagues.

1. Citizenship The Context
  • Citizenship, apart from in the sense of holding a

rights and is still a constitutional monarchy.
  • Shared Values?

  • At time Bulger, Lawrence etc

13
2. Aims and Implementation
  • Nothing less than a change in the political
culture of the country where people think of
themselves as active citizens and become
confident in finding new forms of involvement
and acting among themselves (QCA, 1999)

14
Informed citizens
  • rights and responsibilities, religious and
ethnic diversity, democracy, the media and
importance of a free press, voluntary groups and
    NGOs, global citizenship and interdependence,
sustainable development, the legal and justice
system, ways of bringing about change, how to
    resolve conflict,

15
Active citizens
  • active citizens as they develop skills of
enquiry and communication and also of
    participation and responsible action (QCA,
    1999, pp. 6, 14-15, 31).
  • From September 2002, Citizenship has a minimum of
5 of curriculum time allocated to it

4. Problematizing liberalism
  • The State seeks to perpetuate itself by fostering
citizens who are in accord with its fundamental
    principle (Bloom,1987)
  • Is there danger of liberalism contradicting
itself by imposing a liberal regime through
    distinctly illiberal methods (Wright, 2003)

18

chart, like English, Maths and Science, that you
want to tick off that kids have hit a certain
level, well youre missing the point

citizenship as automatically part of what they
