SESSION 1B PR Approach to ICT Developments
Wireless Broadband Access
2
Overview
  • Introduction
  • Singapores experience
  • Issues in Wireless Broadband Access

3
INTRODUCTION
  • What is Wireless Broadband?
  • High-speed connectivity anytime, anywhere.
  • An access technology that offers high-speed data
access over the air. It reduces the need for
    wireline infrastructure by employing devices
which use radio waves to transmit and receive
data over the air without relying on any physical
    connection.
  • Wireless broadband networks, typically operating
at frequency bands less than 6 GHz, provide
access speeds of up to tens of Mbps, to both
    mobile users and fixed locations.

4
SPECTRUM MANAGEMENT
  • At ITU GSR 2005, countries discussed and
developed a paper on Principles on Spectrum
    Management to promote Wireless Broadband
  • Facilitate deployment of innovative broadband
    technologies
  • Promote transparency
  • Embrace technology and service neutrality
  • Adopt flexible use measures
  • Ensure affordability
  • Optimize spectrum availability on a timely basis
  • Manage spectrum efficiently
  • Ensure level playing field
  • Harmonize international and regional practices
    and standards
  • Adopt a broad approach to promote broadband
    access

5
SPECTRUM MANAGEMENT
  • Methods of spectrum allocation
  • Auction
  • Beauty contest
  • Administrative allocation
  • Considerations in spectrum management
  • Process policies must be transparent based on
clear, publicly available set of criterion
  • Not overly burdensome
  • Technology neutral approach
  • Balance optimising the use of spectrum, revenue
maximisation goals vis-à-vis aims of encouraging
    market entry

6
Singapores Experience
  • IDA has made spectrum available for commercial
deployment as well as trials of wireless
    broadband technologies.
  • In February 2005, IDA invited interested parties
to bid for lots in the 2.3 GHz and 2.5 GHz bands.
Adopted a market driven auction approach.
  • In May 2005, IDA issued six WBA spectrum rights.

7
Singapores Experience
  • In March 2006, Singapore announced plans of the
    Next Generation Networks National InfoComm
    Infrastructure (NGN NII)
  • Next Gen NII has two components
  • A wired broadband network that will deliver
ultra-high broadband speeds to all homes, offices
    and schools
  • A wireless broadband network will offer pervasive
    connectivity around Singapore.
  • IDA also issued a Call for Collaboration inviting
interested operators and service providers to
submit proposals for the deployment of wireless
    broadband coverage in Singapore.
  • Accelerate the deployment of wireless broadband
by providing coverage in locations where users
out of their homes, schools and offices can
    conveniently access wireless broadband services
    using data-centric infocomm devices.
  • Catalyse the demand for wireless broadband
services by increasing the number of wireless
    broadband users.

ISSUES IN WIRELESS BROADBAND ACCESS
9
ISSUES IN WBA
  • Spectrum management as a tool in broadband
    development
  • Spectrum management compliments other government
efforts, both regulatory and promotional, in
broadband development. In addition to optimizing
    our spectrum management practices, regulatory
functions like facilitating the entry of new
market players and the deployment of new and
    innovative services, coupled with promotional
efforts to grow broadband players and associated
    industries e.g., content development, and
promoting end user adoption, all form part of the
    overall broadband development strategy.
  • Challenges and experience sharing in the area of
    Spectrum Allocation
  • balancing optimal use and returns on scarce
resources with the need to facilitate market
    entry.

10
ISSUES IN WBA
  • General regulatory principles and norms for
    spectrum management
  • optimizing spectrum availability and regulatory
    transparency.
  • Balancing the introduction of new technologies
and innovations with traditional networks and
    services
