Capacity Building to Facilitate the Coordinated
Implementation of MEAs

Introduction

• Sri Lanka is a Party to 36 MEAs including the
  Rio Conventions CBD, CCD and FCCC
• Coordinated implementation initiated by the MENR
• The revival of a Coordinating Committee set up in
  2001
• Creating the ETRC (Environmental Treaties
  Reference Centre)

Priority Needs

• Support the creation of an institutional
  mechanism vested with the required authority with
  adequate resources for coordinating MEA
  activities
• Take stock of MEA implementation at a national
  level
• Formulate resulting outputs into a National MEA
  Implementation Strategy
• Provide clear orientation to the institutions
  concerned

GOAL

• Sri Lanka is meeting its international
  obligations under MEAs in ways that also
  contribute to the achievement of national
  development and biodiversity conservation
  priorities

Institutional Model

Functions of ETRC

• Function as the MEA cell for the implementation
  of MEAs
• Compile and update information on International
  Environmental Conventions/Protocols/ Agreements
  signed by the Government of Sri Lanka.
• Establish technical advisory committee
• Establish MEA steering committee
• Establish an stakeholder network for effective
  co-ordination and implementation of MEAs

Functions of ETRC cont..

• Establish a network of focal points with contact
  details
• Establish an information dissemination mechanism
  and co-ordination mechanism with all focal points
  of the International Environmental
  Conventions/Protocols/ Agreements
• Establish an institutional arrangement between
  International/ multilateral agencies WB, UNDP,
  ADB, UNIDO, UNEP, FAO, SIDA, CIDA, JICA, IUCN,
  SACEP etc.

• Develop criteria for selecting project proposals
  for external financing.
• Preparation of Calender of important global
  events relevant to international
  Conventions/Protocols/ Agreements and convey to
  the relevant focal points for effective
  participation.

Extending Concept to the Region

• GOAL
• The countries in the South Asian region are
  meeting their international obligations under
  MEAs in ways that also contribute to the
  achievement of national and regional development
  and environment conservation priorities.

• Capacity of a Regional Centre of Excellence
  including information transfer in the region
  developed
• A mechanism for collecting, storing and
  disseminating information developed
