Pakistan MDG Report 2006
  • In the last few years, the Planning Commission in
    line with the GOP policy has undergone a paradigm
    shift in its approach to Planning and policy
    formulation. The shift is toward formulating
    people-centric plans and policies that benefit
    the common people at the micro spatial level
  • The national vision is to increase the
    productivity of the economy by transforming it
    into knowledge-based economy via improvements in
    education, skills and spread of technical and
    higher education.
  • MDGs capture the essence of MTDF (2005-2010) and
    Vision 2030

  • We are lagging in 12 of the 34 indicators
  • Better monitoring has now become available, to
    reflect the impact of people-centric investment

Some Comments on Pro-poor Expenditures
  • Momentum of 6-8 percent pro-poor growth achieved
  • Poor-poor actual expenditures exceeded projected
    expenditures by Rs. 50 billion during the last
    year
  • Pro-poor expenditures during the last 4 years
    have grown _at_ 27 per annum and are now 5.6 of
    GDP

Some Comments on Education Expenditures
  • Public expenditures on Education have doubled
    during the last 4 years and have grown _at_ 21 p.a.
  • Proposed to raise allocation to 4 of GDP of
    which one-third will be spent on raising literacy
    and expending elementary education

Some Comments on Health Expenditures
  • Public expenditures on Health have grown _at_ 19.5
    p.a. during the last 4 years
  • National health Programs in TB, Malaria and
    HIV/AIDs are implementing many activities through
    Civil Society Organizations, NGOs and private
    sector
  • In HIV/AIDs 5 Anti-Retrovial Therapy Centers have
    been setup which are planned to be expanded
  • In maternal health, project for Community
    Midwifes and Neonatal Health has been approved
    recently

Demographic Transition Strategic Thrust
2005 2030
In 2030 population can vary between 230-260
million people. (60 urban) Aging is catching up
to levels in China, Japan and most of the
developed world. Pakistan is on a favorable
portion of the Demographic transition until 2030,
with an influx of some 50-60 million people in
the economically active workforce Pakistan
must capitalize on this by human resource

Role of NCHD vis-a-vis MDGs
  • Universal Primary Education (MDG 2)
  • Net enrollment ratio of children ages 5-7 years
    increased from 54 to 80 in 48 districts of
    Pakistan. This intervention will cover all
    districts of Pakistan by the end of year 2007
  • 4.8 million children ages 5-7 years additionally
    enrolled by NCHD in Pakistan
  • 19,350 additional Community based schools
    established by NCHD during the last 4 years to
    address issues of access
  • 41,022 Adult Literacy Centers have been completed
    in 114 districts of Pakistan Over 100,000 centers
    will be completed every year for next 5 Years
  • More than 85 of the people made literate are
    females Primary Health Care (MDG 5)

  • Primary Health Care (MDG 5)
  • ORS coverage 5.46 m women trained
  • Household level basic health interventions
  • NCHD can play a significant role in Districts
    where MDG-related performance is still deficient

Future Directions
  • Thrust of MDGs to be a part and parcel of Vision
    2030 with emphases on growth and enhanced
    pro-poor allocations
  • New initiative in Social Protection policy
    proposed stressing improvement and expansion of
    conditional cash transfers to the poor and
    vulnerable. Beneficiaries to be increased from 2
    m to 3.2 m in next 5 years
  • Greater focus required on Districts which are
    poorly performing vis-a-vis MDG indicators
  • Need to develop linkage between poverty
    alleviation through community participation and
    micro-credit, especially for basic skills,
    literacy and primary health coverage

Future Directions
  • The enhanced role of the Social Sector Committee
    of the Cabinet under the chairmanship of the
    Honorable Prime Minister for regular monitoring
    and policy guidelines
  • Tribute to the work of CRPRID as a centre to
    monitor the MDGs
