  provision and promotion
• measures for agricultural products as very useful
  tool for support of milk consumtion
• BUT
• There is necessary to adjust and make the
  implementing rules easier
• and to remove some administrative and financial
  barriers
• project change administration
• costs prefinancing and cash/flow provision in
  low-costs proposing organizations
• arrangement and provision of securities in terms
  of
• satisfactory performance of contract
• advance payments
• VAT arrangement in non VAT beneficiaries and
  non-profit projects
• Intermediate payments once the level of 80 of
  the total annual budget is reached, no new
  intermediate payment applications may be
  submitted
