Background Justification
  • Visionary leadership and contemporary challenges
    (state reconstruction, reinvigoration of
    democratic/popular participation institutions,
    macro-economic reform, war on corruption and on
    poverty)
  • Weaknesses/Inadequacies of leadership recruitment
    practices in one-party/military era (Limited
    scope for popular participation in selection
    process, restricted competition among candidates,
    cronyism and mismanagement of public assets)

Background Justification
  • Lingering issues in leadership recruitment (need
    to review criteria for election of political
    leaders and for recruitment into posts of
    confidence such as Inspector-General of Police,
    Central Bank Governor, and Managing Director of
    State Enterprises)
  • Need to control ethnic, social-class, and
    economic influences in leadership selection
  • Growing acknowledgement of impact of leadership
    deficits (Public Service Ministers meetings in
    Kampala, January 2004 and Rosebank, South
    Africa, September 2004).

  • Subject to further refinement by PAM-NET, and at

  • adequately responds to AFRICAS immediate concern

Tactical/Medium-term Objectives
  • Sponsor diagnostic reviews of current leadership
    recruitment patterns (with emphasis on aspirants
    profile, motivations, resource-base, and bidding
    methods)
  • Explore options for widening the scope for
    citizen participation in leadership selection
  • Promote common cause around a leadership
    recruitment system that responds to Africas
    governance and development aspirations

Tactical/Medium-term Objectives
  • Based on knowledge of good practices in
    leadership recruitment, provide technical
    advisory missions to political parties, civic
    bodies, etc.
  • Design and conduct leadership training for
    leadership aspirants and incumbents of leadership
    posts at central, regional, provincial and
    district levels.

Budget and Finance
  • Total estimated cost of Programme is US3.5
    million
  • Amount include provisions for preparation
    missions, research workshops, design and
    administration of questionnaire, consultants
    fees, transport and travel (for programme-related
    missions), and programme staff.
  • Details to be fleshed out in a substantive
    Programme Document (after approval of this
    Concept Note).

Recommendation to PAM-NET

    and if the proposal makes sense, recommend to
    ACBF to give green light for preparation of
    substantive document and fielding of preparatory
    missions
  • PAM-NET is further invited to suggest how to
    involve its members in preparation of Programme
    Document, and implementation of substantive
    activities.
