LEGAL BASES
  • Goldwater-Nichols (10 USC Sections 162 167)
  • Requires Service Secretaries to assign all forces
    to unified commands (10 USC 162/167)
  • Combatant Commanders exercise COCOM (10 USC 164)
    over assigned AD and RC Forces when mobilized or
    on AD
  • COCOM includes control of resources and training
    necessary to accomplish missions
  • Service Secretaries responsible for training,
    maintaining, and equipping

TRAINING READINESS OVERSIGHT
  • Training Readiness Oversight (TRO) -- authority
    that Combatant Commanders exercise over assigned
    RC forces when not on AD/ADT
  • TRO includes the authority to
  • Provide guidance to component commanders on
    operational requirements and priorities to be
    addressed in training programs
  • Comment on component program recommendations and
    requests
  • Coordinate and approve participation by assigned
    RC forces in joint exercises/training when on
    AD/ADT
  • Obtain and review readiness and inspection
    reports on assigned RC forces
  • Coordinate and review mob plans for RC forces.

  • Statutory basis for Combatant Commander to
    exercise COCOM
  • COCOM includes coordinating and approving, among
    other things, training necessary to ensure
    mission success of all assigned forces
