THRUST AREAS

• Revitalization of State Govt. Farms The State
  Govt. Seed Farms were somehow converted into farm
  of No or little production in the recent past.
  Steps taken for revitalization of the farms
  produced very good results. Commendable
  achievements have been possible in Ranaghat,
  Susunia, Goaltore and Bankura Farms which were
  almost barren. The entire cultivable areas are
  now under seed production.
• New Crops Achievements in respect of new crops
  like Sunflower, Groundnut, Maize and Arhar have
  been quite commendable in this State. Very good
  results have been achieved in respect of
  groundnut seed production. Dehumidified Godown
  brought under operation in Midnapore has helped
  storage of groundnut seed very substantially.
• Zero-tillage Machine Introduction of
  Zerotillage machine and drum-seeder, mostly in
  our State Govt. Farms has shown a new direction
  in our Farm mechanisation efforts.
• Crop diversification Crop diversification in all
  the districts has been the avowed policy followed
  by this State. Even in 8(eight) RSVY districts of
  West Bengal, crop diversification has been
  adopted as the main policy and as such pulses and
  oilseed crops and maize are being introduced in a
  big way by the District Administration in
  association with the department.
• Vermi-compost Vermi-compost has been introduced
  in a big way both in public and private sector.
  All the State Govt. Farms have been brought under
  the production of vermi-compost.

INTEGRATED NUTRIENT MANAGEMENT

• West Bengal has been practising the balanced use
  of fertilizer i.e. NPK more or less at the ratio
  of 211.
• Maximum thrust has now been given on use of
  bio-fertilizer and organic manure. Here the
  thrust area is production of vermi-compost in all
  the farms and bio-fertilizer in Pulses Oil
  Research Station(PORS), Baharampur in association
  with WBSSC Ltd. Vermi-compost biofertiliser
  production is being popular with private
  producers also. Promotion of bio-fertilizer and
  organic fertilizer has been one of the major
  programmes under extension reforms.
• Use of micro-nutrient Boron, Zinc, Molybdenum.
• Soil Ameliorants Zipsum , Dolomite For
  correction of soil acidity and alkalinity

• WOMEN IN AGRICULTURE
• Refresher/induction training to farm women and
  women facilitators for capacity building.
• Field demonstrations on technologies to be dealt
  by farm women.
• Promotion of Self Help Groups for effective
  coordination, and implementation of the
  programme.
• Organizing study tours of farm women within and
  outside State for exposing them to the latest
  technology/knowledge adopted by other States.
• Organizing Mahila Goshti for interaction with
  other groups and motivation of others to take up
  successful enterprises.

Special programme for women farmers Under Women
in Agriculture Govt. has taken a special
programme for women farmers under the caption.
Ensuring women participation in Agriculture, with
the programmes of training demonstration. 10
districts and 40 nos. of blocks have been covered
during 2004-05. Another 40 nos. of blocks in the
same district covered during 200506. 5000 nos.
of women have already been trained a modern
agricultural and allied sector. 180 nos. of
kitchen garden demonstration are conducted

Status of Quarantine Facilities -

• The Central Quarantine station under GOI set up
  on a land provided by State Government is
  functioning for the entire North-Eastern Region.
• Three State Government officials have been
  empowered two from the Government one from
  BCKV.
• State Government fund requirement is being
  assessed.

Important issues for the State -

• Supply of first generation breeder seed of rice
  varieties.
• Hybrid varieties for Pulses Mustard.
• Cost effective retting technology for jute fibre
  important.
• Subsidy on SSP supply
• Avoiding frequent restrictions imposed by the
  Railway Authority in respect of fertilizer
  movement on different railway station.

ISSUES FOR DISCUSSION

• Steps taken to improve productivity Supply of
  quality seeds, proper use of fertilizer
  management, proper tillage operation, proper
  management practices, etc.
• Amendment of Regulated Market Act under active
  consideration of the Government.
• ATMA started in six districts. Master trainers
  training completed, training of AES Scheme going
  on, steps for preparation on SREP taken.
• National Horticulture Mission is being
  implemented by Horticulture Department

• Development of Agri-Portal (Matir Katha) in West
  Bengal
• The Agri-portal will host a spectrum of services
  meant for farmers. Various citizen centric
  services offered by departments like Agriculture,
  Agriculture Marketing, Animal Resource
  Development, Fisheries, Horticulture Food
  Processing Department will be showcased within
  the portal as an one window service. The portal
  is being developed by the National Informatics
  Centre (NIC) and it is ready for inauguration.
  The present address of the portal is

• The main feature of the portal
• Mission - To reach up to Gram Panchayat level for
  development of agriculture and allied activities
  for development of rural economy of the village
  people.
• Vission - To satisfy the village people/farmers
  at GP level (what information wants from the
  Govt.).
• Special Feature - The portal has been developed
  in Bengali/English version with the provision of
  dynamic site and pull drawn menu.
• Agrisnet
• NIC has prepared a Project for 4 districts
  Uttar Dinajpur, Dakshin Dinajpur, Malda
  Bankura. The Project has been sent to IT
  Department for vetting, IT will coordinate with
  WBSWAN.
• Pilot Project for IT
• This Project financed under Macro Mode is being
  developed by NIC. IT system for resource
  management in 4 districts Jalpaiguri, Cooch
  Behar, Burdwan West Midnapore.
