Situation
  • JFSC produced the largest number of graduates in
    recent history during CY 2005
  • 851 U. S. military in new Phase II program (4x10)
  • 13 increase from 3x12 format in 2004
  • 25 in Single Phase advanced program
  • 124 in the Advanced JPME program
  • 64 International officers
  • 12 Interagency civilians

3
The Rest of the Story
  • Were not meeting the Chairmans Guidance
  • The right educationat the right timefor the
    right officer
  • CY 2005 42 meet this criteria in the JPME Phase
    II program

4
The Objective
  • Further increase the number of officers receiving
    JPME Phase II
  • Achieve a standard of 90 or better for educating
the right officer at the right time

5
The Strategy
  • Trade the length of the JPME Phase II course
(JCWS) for an increase in the number of officers
    attending
  • Transition to an eight-week resident format, with
    a small distance learning component
  • Conduct five classes per year versus the present
    four per year

6
The Proposed Schedule Would Look Like This
Current CY 05 Schedule
Proposed CY 07 Schedule
7
Impact of this Proposal
  • The delta between the former 3x12 format and
the proposed 5x8 format for JCWS is
  • Five-year JPME Phase II average for 2001-2005
    760
  • Proposed number of JPME II graduates 1,150
  • Affords the COCOMs and personnel community added
    flexibility to
  • assign officers earlier in their career and
  • meet the Chairmans guidance of right officer,
    right time.

8
The End State
  • An Effects-Based Education strategy that will
  • fully embrace the Chairmans education guidance
  • result in a greater contribution to the joint
community without an increase in officer man-days
  • is consistent with CJCS Vision for Joint Officer
    Development
