HISTORY
  • EMAS I. was established in 1993
  • Governmental Decree 214/2006.
  • It was necessary, because the EMAS Regulation
    lays down rules, but national legislation was
    needed to set up rules for the procedure, to
    harmonise the steps described in the EMAS
    Regulation and the requirements of the Hungarian
    Act on the Rules of Adminisrative Procedure

EMAS REGULATION II.
  • EMAS should be made available to all
    organisations having environmental impacts,
    including local authorities
  • to manage these impacts and to improve their
    overall environmental performance
  • EMAS III.
  • In the pipeline
  • Probably in force by end of this year

THE ORGANISATION
  • Can be any size (in Hungary mostly SMEs)
  • Easier way existing env. management system or
    ISO
  • Use of an expert on EMAS is helpful
  • Close cooperation with the verifier
  • The statement should be sent to the Competent
    Body

CONTENT OF THE ENV. STATEMENTaccording to EU
Regulation 761/2001
  • description of the organisation registering under
    EMAS and a summary of its activities (especially
    the various departments),
  • (b) the environmental policy and a brief
    description of the environmental management
    system of the organisation (signature of mayor)
  • (c) a description of all the significant direct
    and indirect environmental aspects
  • (d) a description of the environmental objectives
    and targets (often together with yearly env. plan)

CONTENT OF THE ENV. STATEMENT II.
  • (e) a summary of the data available on the
    performance of the organisation
  • figures on pollutant emissions, waste generation,
    consumption of raw material, energy and water,
    noise
  • (year-by-year comparison)
  • (f) other factors regarding environmental
    performance including performance against legal
    provisions
  • (g) the name and accreditation number of the
    environmental verifier and the date of
    validation.

MUNICIPALITY OF DUNAÚJVÁROS
  • Population of the city ca. 60 000
  • Used to be called one of the dirty dozen due to
    industrial pollution
  • Later environmental investments
  • Project EU-funded EMAS-Nest project assisting a
    network of 10 European municipalities
  • EMAS registration June 2007
  • EMAS registered departments Department of
    Architecture and Environment and Department for
    City Management and Development

ENVIRONMENTAL POLICY
  • Approved by the council in 2005 by resolution
    287/2005.
  • It is framed and put to frequent locations of the
    municipality
  • Also on the website and intranet of the
    municipality
  • All employees involved in the EMAS scheme took
    part in the whole process of introduction in a
    commited way

MUNICIPALITY OF GYOR
  • Located in Northwest Hungary
  • EMAS scheme covers two departments the City
    development and Environmental Group
  • Again NEST (Networing with EMAS for Sustainable
    Development)
  • The procedures applied in these two departments
    have an overall effect on the whole municipality
  • PDCA- Plan-Do-Check-Cycle is used
  • The environmental aspects are not that easy to
    identify, as in the case of production units
  • Therefore, two main options
  • Aspects linked directly with office work
  • Aspects linked indirectly originating from
    regulatory and control activities

  • Treatment sewage water,
  • Use of chemicals,

MUNICIPALITY OF MISKOLC
  • Due to industrial development in the 60s and 70s,
    the city became an industrial centre
  • EMAS scheme is introduced in the Building and
    Environmental Department, and Public Education,
    Sport and Civilian Relations Department of the
    municipality
  • Accomplished results
  • Reduction in paper use by 10 for every document
    (e.g. electronic administration)
  • informing the public about environmental issues
    (publishing of env. plan)
  • Promotion of green public procurement
