policy framework
  • Completion of the strategic framework
  • (12 sectoral and 14 crosscutting strategies
    adopted by GoA, all overarched under the NSDI
    2007-2013).

External Assistance management
  • Donor programming exercise improved-
  • IPA programming in time and with increased
    leadership from the GoA
  • IPA programming harmonised with other EU/non EU
    donors funds
  • Fast Tracking of Division of Labour
  • A joint EU donors DSDC group is established
    GoA has ownership of the process
  • Donor mapping is prepared
  • Next steps being identified (to identify
    comparative advantages renegotiation of donor
    roles, sector engagement, forms of contribution
    etc.)

Align Sector Strategy Indicators with MTBP
PERFORMANCE MONITORING
  • existing IPS documents (sector strategy/EI
    documents/MTBP) need to be used as source
    material
  • DSDC/MoF need to assist with translation of
    strategy indicators with MTBP
  • Sector Working Groups will advise on a set of
    performance indicators that will be used to
    assess progress on sector strategy
