• Standardisations visits and certification
• Teams with multinational experts from different
  sources (NAA)
• Harmonisation of rules
• Strong involvement of interested parties
• Influenced by foreign authorities
• No legal power

EASA as an organisation

• An institution of European Union
• All members of the EU are automatically members
• Others can be associated members
• Have to fulfil requirements other than flight
  safety
• Centralisation
• Strong harmonisation through centralised
  decision making process
• Less independet decison making at NAA-level
• Strong legal power
• Implementation of rules is easier
• Dynamic organisation ?

Two different cultures

• EASA will take over several of JAA functions and
  processes but not necessarily the culture
• EASA will create is own culture and come up with
  new processes
• Some of the functions not taken over by EASA will
  be maintained at JAA
• Hopefully the two different cultures will merge
  successfully
