The purpose of the pilot self assessment
monitoring and development tool
  • Engage 6 services as stipulated by the
    requirements of the DH pilot
  • Gather completed self-assessments from services
    in line with deadline and ensure completion of
    feedback of the tool
  • Identify services strengths and potential areas
    for development
  • Build on existing work undertaken by the Borough

  • Starting out / Score 1 point arrangements are
    either not in place to meet the criteria or
    arrangements that are in place are limited. There
    is no plan in place to improve the area or
    there is a plan that is not being acted upon.
  • Getting there / Score 2 points some arrangements
    are in place and the service is well on the way
    to achieving the criteria. If arrangements are
    not in place, there is a robust, active plan to
    achieve the criteria.
  • Meets YW / Score 3 points systematic arrangements
    are in place that meet the criteria. While not
    all criteria can be fully met at all times,
    there is an overall sense that the service is
    working at that level of provision.

What did the PCT learn from the self assessment
process?
  • Settings
  • In Westminster 5 services scored getting there
    and 2 scored starting out
  • This masks huge variation in scores The 3 YP
    services scored much higher than generic services
    and all 3 were close to meets YW
  • Services varied greatly in support required to
    complete toolkit and time they took to complete
    it

What areas should the PCT focus on?
  • Confidentiality and consent
  • Staff training
  • Monitoring and evaluation and involvement of
    young people
  • Publicity

Staff training, attitudes and values
  • All staff who are likely to come into contact
    with young people receive basic training on
  • communicating easily with young people
  • promoting attitudes and values that are young
    people friendly
  • meeting standards established in the current NHS
    Knowledge and Skills Framework
  • working to current Department of Health guidance
    on confidentiality and consent and seeing young
    people on their own.
  • In particular, reception staff had limited
    training in this area.

Challenges.
  • Challenge to engage with greater number of
    services particularly general practice
  • Young peoples participation
  • Capacity at PCT level needed to support services
    achieve YW status
  • Buy in at strategic level, establishing YW in
    commissioning, engagement of YP, support for
    services, for example, publicity and training
  • No resources allocated from DH

  • Revealing commonalities across services thus
    identify where best to target resources
  • Action plan completed to identify areas for
    develop
  • Mechanism for rewarding those who are providing a
    young people friendly service
