- Provided the federal authority to develop and
administer a National Incident Management System
(NIMS). The directive also requires Federal
departments and agencies to make adoption of the
NIMS by State and local organizations a condition
for Federal preparedness assistance through
grants, contracts and other activities by 2005

- NIMS is managed by the Incident Management
Systems Division, (IMSD), formerly the NIMS
Integration Center (NIC) - NIMS integrates existing best practices for a
consistent, nationwide approach to domestic
incident management. - Applicable across all jurisdictional levels and

- HSPD-5 also requires the creation of a National
Response Plan (NRP) that integrates Federal
government domestic prevention, preparedness,
response, and recovery plans into a single,
all-disciplines, all-hazards plan. - The NRP provides the framework for national level

- Conduct analysis of NIMS implementation data for
states and territories for each fiscal year. - The analysis uses the IMSDs compliance
requirements as the standard for measuring
progress and the identification of data
collection gaps. - Assist the IMSD in determining
- Areas of success in NIMS Implementation.
- Highlight trends in NIMS implementation
- Identify areas which may require additional
assistance to meet NIMS requirements. - Facilitate process to improve the reporting
process for NIMS Compliance Activities.
25CTA NIMS Compliance Assistance Support Tool
(NIMSCAST)
- NIMSCAST is a self-assessment instrument for
state, local, tribal, and private sector and
nongovernmental organizations to evaluate their
jurisdictions ability to implement NIMS. - Through its subcontractor, Eye Street Software,
the NIMS SC is working on enhancements to and
ongoing support for NIMSCAST in FY07.

27STANDARDS IDENTIFICATION EVALUATION
- Identify and evaluate incident and emergency
management standards for relevance to NIMS and
recommends standards that, if adopted by the
responder community, would foster implementation
of NIMS. - All standards are screened against the NIMS
document for relevancy to key NIMS concepts and
requirements. - The identification of recommended standards is
based on both objective and subjective evaluation
methods, including multiple focus group meetings
of a Practitioner Working Group (PWG) and
Technical Working Group (TWG).
28ONTOLOGY
- Development of a data ontology to depict all
government entities impacted by disasters and
potentially involved in emergency management
activities, their IT governance (enterprise,
technical and service architectures), messaging
paradigms, and connectivity policies (how they
share data). - The resultant ontology will evolve into a fully
functional technical ontology and directory that
illustrates the organizational operations of the
myriad of subsystems that occur in the daily
activities relating to each NIMS operational
area.

- The TE environment provides the IMSD with a
capability to evaluate technologies and products
for conformance to NIMS, such as system
interoperability, scalability, and resource

31Incident Resource Inventory System (IRIS)
- Development of the NIMS-IRIS resource management
tool to assist Federal, State, local and tribal
officials inventory typed resources to assist
them in the identification of resources based
upon mission requirements and the capability of
resources. - IRIS is being developed in phases
- Prototype (December 2006)
- The prototype will provide a basic database
management tool to assist in the entering of the
communities 120 type resources into a common
database. - Build One (June 2007)
32NIMS-ICS Field Operating Guide (FOG)
- The purpose of this Guide is to assist emergency
response personnel in the use and application of
NIMS ICS during incident operations. - The Guide is intended for use when implementing
ICS in response to an incident, regardless of
type, size or location. - Anticipated Completion July 2007
33Multi-Agency Coordination Systems (MACS) Guide
- The MACS Guide will
- outline business practices, standard operating
procedures, and policies for MACS. - contain customizable templates as well as best
practices/lessons learned from MACS throughout
the United States. - be customizable to the full range of
jurisdictions and geographical locations.
