Concept Paper Justification

• In order to promote mainstreaming of equality and
  anti-discrimination policy within different
  sectors, different strategies, programmes and
  guidelines should be analysed towards
  non-discrimination provisions and norms and
  concrete steps planned on how to revise them
  accordingly.
• This work should be carried out in co-operation
  between public authorities and civil society
  actors (including interest groups representing
  people exposed to discrimination) and by
  involving decision-makers at different phases of
  the process

Concept Paper Objectives

• The overall objective of the proposed action is
  to create a transferable model on how the
  existing strategy papers, programmes and
  guidelines in the fields of social welfare and
  health, education and employment can be revised
  at all levels by the identification of
  discriminative elements and by the inclusion of
  alternative positive actions.
