  • Bid to GOYH
  • Within the broad priorities set out in the
    Regional Development Plan
  • Need own match funding (55)
  • Much successful delivery
  • Relatively few VCOs from YNY bid little
    experience and very little match funding

Initial co-financing (i)
  • Bid to LSC or JCP
  • Within the priorities set out by LSC or JCP
  • LSC or JCP provide match funding
  • Many more VCOs from YNY successfully bid and
    delivered

Initial co-financing (ii)
  • LSC and JCP stretched because of the large number
    of contracts
  • Sold as a simple process, but after the outline
    application stage it became as complex as direct
    bidding
  • Much successful delivery

Current co-financing (i)
  • Tender to run projects devised by LSC or JCP
  • Fewer projects - delivering across large areas
    (often the sub-region)
  • LSC or JCP provide match funding
  • Partnerships (with lead) essential
  • Some potential partners involved in competing

    partner and sub-regional coverage

    delivery by quality assured providers to many
    individuals and communities
  • VCS utilises innovative delivery methods and
    reaches many learners not reached by other
    providers
