Kong
  • The SRT on Social and Public Policy will convene
    several forums on public policy in Hong Kong,
    with the first one scheduled for April 28, 2006.
    The forums will allow HKU researchers from
    different fields with research interests in
    public policy, particularly those involving
    population and urban regeneration, to raise
    awareness of their work and engage in dialogue
    with colleagues and stakeholders.
  • The April forum will focus on HKU faculty and
    researchers together with a small number of
    policy makers and practitioners. It will focus
    on the auditing of current public policies
    involving either population or urban regeneration
    or both in Hong Kong comparative analysis of
    such policies with international case studies
    and identification of policy gaps in the local
    context. Potential policy areas include, but are
    not limited to

  • Population change, problems arising from an
    ageing population (housing, medical care, MPF,
    insurance etc.)
  • Falling fertility and family/household models,
    intersections between economic migration,
    education and employment, and a knowledge-based
    economy
  • Housing, neighborhoods, social capital, urban
    renewal and quality of life/public health
    (environmental pollution, pedestrian space and
    physical activity etc.)
  • The theoretical and conceptual framework
    informing these policy areas are policy
    processes. The first Forum is interested in the
    work of staff who focus on the above topics in
    relation to the following themes
  • Macro-level analysis mapping linkages between
    different policy areas involving the same
    individuals, population groups or neighborhood
    communities
  • Policy formulation how has policy been
    formulated? What conceptual frameworks or
    techniques have been used? What has been the
    role of, for example rational planning,
    competition, incrementalism, or user pressure?

  • Policy implementation how is the policy
    implemented? For example, has it been top-down
    or bottom-up? Are networks used to assist
    implementation?
  • Policy processes on population and urban
    regeneration in international context
  • Work to be presented at these Forums may be
    existing work, that has been or is in the
    process of being published, or ongoing research.
  • The first forum will be held on April 28, 2006 at
    Reading room, Centre of Asian Studies, HKU. This
    one-day forum is expected to identify key
    problems and opportunities in policy, and lead
    directly to specific policy recommendations for
    discussion in a forum in June, that will be open
    to key policy stakeholders such as government
    representatives. Policy reviews from the
    Strategic Research Theme April Forum are expected
    to be published in a policy audit report by HKU
    researchers and in any case be submitted to
    journals for publication.

  • The SRT invites submission of Paper Proposals on
    the above themes. Proposals should not exceed
    1500 words. Please also submit a one-page CV,
    including a list of recent publications. For
