Introduction
  • We have composed a team of a MS Project Leader
    and STE experts, based in institutions with
    responsibility for the project matters in
    Denmark, and with considerable knowledge and
    experience from Latvia Danish Agricultural
    Advisory Service, National Centre (DAAS) in
    association with Danish Plant Directorate (DPD)
    and Danish Forest and Nature Agency (DFNA)
  • It is important to implement this project in
    connection with the implementation of the EU's
    CAP policy
  • Delivery of fertilisation methodology material
    and advice to 24,000 farmers require a rigorous
    quality assurance

  • Code of GAP of 1999
  • Regulation No. 531 of 18 December 2001
    Regulations on the protection of waters and soil
    against pollution caused by nitrates from
    agricultural sources, amended by Regulation No.
    134 of the Cabinet of Ministers of 16.03.2004
  • Results of project on fertiliser norms and manure
    standards have not been implemented???!!!
  • Letter of the EU Commission, DG ENV, of 2
    February 2006, calls for actions

Background, results, activities, and timing
  • Results
  • Component 1.
  • Elaborated methodological materials of
    fertilisation planning and issued for consultants
    and farmers necessary documentation of
    fertilisation management.
  • Made assessment of current situation in farms and
    elaborated statement of reasons for preparation
    of fertilisation plan.
  • Prepared consultants for giving qualitative
    advice for elaboration fertilisation plan.
  • Component 2.
  • Elaborated the guidelines on the implementation
    of environmental regulations in agriculture and
    presented to the Ministry of Agriculture and the
    Ministry of Environment.
  • Made assessment of effectiveness and
    understanding of implementation of environment
    regulations in agriculture
  • Prepared the control sheets for farm inspection
  • Acquired EU MS experience concerning
    implementation of new technologies in practice.
  • Component 3.
  • Acquired the experience of Best Environmental
    Practice and monitoring of Nitrate Directive
    implementation in EU MS.
  • Component 4.
  • Elaborated monitoring programme of Nitrate
    Directive implementation and presented Nitrate
    Directive monitoring programme to Ministry of
    Agriculture.
  • Identified the main problems concerning
    implementation of Nitrate directive measures and
    requirements
  • Elaborated proposals of future activities based
    on estimation of real situation.

Satellite picture of EU seas chlorophyll-a
concentrationsi. Average summer 2000. The red
and yellow areas show strong phytoplancton
development, one of the most visible symptoms of
eutrophication, with potential adverse effects
(toxic dinoflagellates, oxygen depletion, changes
in bottom flora and fauna, etc). N.B.
Interferences of humid and suspended matters near
estuaries have to be taken into account. i
The Implementation of Council Directive
91/676/EEC concerning the Protection of Waters
against Pollution caused by Nitrates from
Agricultural Sources. Synthesis from year 2000
member States reports Report COM(2002)407.

Expectations form the project to Ministry of
Agriculture
  • Which institution shall control farmers in
    relation to the action programme? (The Regulation
    mentions both Rural Support Service and Latvian
    Environment Agency)
  • Who are the counterpart staff (and which
    institutions do they come from)?
  • Will the support to reporting to EU deal with the
    action programme alone or also include the
    monitoring programme and other?
  • Will it be considered to revise the legislation
    in connection with this project?
  • Who shall be members of a Steering Committee?
  • Is it accepted to organise a stakeholder meeting?
  • Where shall there be a project office?
  • Mission certificates!
