• Population growth rate and projections by gender
  provides basic numbers for the model
• Base year data on level of enrollments in each
  year by gender and age
• Change in enrollment rates for boys and girls
• End year targets for enrollments
• For PICS this means maintaining the level of
  primary enrollment consistent with population
  growth
• Increasing enrollment at pre-school, secondary
  and tertiary levels to achieve specific target
  rates of transition or coverage
• Drop-out rates at each level
• Target for reduction in levels of push-outs
