Parental Involvement
  • Parents play a significant role in the academic
    achievement of their children. All Title I
    Programs, including the Migrant Education Program
    (MEP), support Parental Involvement by enlisting
    individual parents to help their children do well
    in school.

Section 1304 Requirements
  • Provides for the same parental involvement as
    outlined in section 1118 of ESEA.
  • Requires LEAs to establish a district Parent
    Advisory Council (PAC).
  • Requires parental involvement activities to be
    conducted in a format and language understandable
    to parents.

Section 1118 of Elementary Secondary Education
Act (ESEA)
  • A written parent involvement policy
  • Policy involvement of parents in an organized
    on-going timely way in the implementation of
    the MEP
  • Development of school parent compact in order to
    share the responsibility for high school academic
    achievement.

Establishment of PACs
  • Section 1304 of ESEA requires that the state MEP
    its subgrantees must establish consult with
    PACs in the planning the operating of MEP
    regular year programs.

Function of the PAC
  • The PAC advises the LEA on concerns of migrant
    parents that relate to the planning, operation
    and evaluation of MEP programs in which their
    children participate.

PAC Eligibility
  • Parents or guardians of eligible migrant children
    and individuals who represent the interests of
    such parents are eligible to serve as PAC
    members.
  • Selection methods may include election,
    volunteering, nominations and/or appointments.

PAC Membership
  • PAC membership should be comprised of a majority
    of migrant parents and/or guardians.
  • Other PAC members may include district personnel
    who represent the interests of such parents, i.e.
    Federal Programs Directors, Migrant Service
    Coordinators, Recruiters, Migrant Parent
    Liaisons, etc.

PAC Procedures
  • LEAs should establish appropriate procedures and
    schedules that support effective consultation
    with the PAC in the various aspects of the local
    MEP.
  • Meeting times should be convenient for parents
    accommodate their work schedules.

PAC Agenda Items
  • The following are PAC agenda items that should be
    covered by the LEA.
  • Input on planning, designing implementing local
    MEP project,
  • Explanation of the MEP requirements operation
    of the MEP at the national, state local levels,
  • Opportunities for input and discussion by migrant
    parents.

PAC Documentation
  • LEAs must maintain the following documentation
  • Documentation of meeting times places
  • Parent sign-in sheets
  • PAC agendas
  • PAC meetings

MEP Funds PAC
  • MEP funds may be used to pay reasonable and
    necessary expenses that PAC members incur to
    attend PAC meetings.
  • MEP funds may be used to reimburse PAC members
    who are not migrant parents (personnel).

MEP Funds Parental Involvement
  • Parent conferences, resource centers, training
    programs, and reporting on childrens progress.
  • Hiring, training and use of parental involvement
    liaisons.
  • Home-based educational curricula, such as
    Building Bridges.

MEP Funds Workshops for Parents
  • May support migrant parents attendance at state
    and national workshops and conferences that
    enable them to participate more fully in the
    local MEP and/or in their childrens education.

MEP Funds- Refreshments for Parent Meetings
  • MEP funds may be spent for reasonable
    expenditures for refreshments or food for migrant
    parents during parent meetings and/or trainings,
    especially when such meetings extend during
    mealtime.
