Compassion Capital Fund History

• Created within the U.S. Dept. of Health and Human
  Services in 2002
• Assists community and faith-based organizations
  that are the focus of current administrations
  Faith-based and Community Initiative
• Recognizes that these organizations are a rich
  source of social capital in communities
• Recognizes that these organizations require an
  investment for sustainability

The primary purpose of CCF is to help community
and faith-based organizations

• Increase their ability to accomplish their
  mission
• Enhance their ability to provide social services
  to those most in need
• Diversify funding sources
• Create effective collaborations

  organizations
• Provide organizational capacity building training
  and technical assistance
• Provide grants for organizational capacity
  building projects
• This is the third time Hawaii Moving Forward has
  received a grant to serve as an intermediary
  organization

• An organizational capacity building project
• Aims to
• Build the knowledge and capacity of community and
  faith-based organizations through training
  workshops
• Build the knowledge and capacity of a select
  group of organizations through training,
  technical assistance, and grants for capacity
  building projects

• Wide range of capabilities, knowledge and
  resources needed in order to be effective
• Blend of sound management, strong governance, and
  a persistent focus on achieving results

• Longer-term impact than just funding programs
• Desire to make a fundamental difference in the
  way organizations do their work
• Little to no funding available for organizational
  effectiveness work

Tier 1 Capacity Building Training Workshops

• Up to six training events
• Open to all interested community and faith-based
  organizations throughout Hawaii
• Workshop topics will address
• Leadership development
• Organizational development
• Program development
• Revenue development
• Community engagement

Tier 2 Fellows Program

• Up to 18 organizations will be selected for more
  intensive, targeted capacity building program
• Selected organizations required to designate two
  individuals to participate in bi-monthly capacity
  building training sessions
• Organizations will also receive individualized
  technical assistance from a team of coaches

Fellows Program

• Selected organizations required to participate in
  an organizational assessment that will identify
  areas in need of strengthening
• Hawaii Alliance for Community-based Economic
  Development will serve as consultant
• Process will engage staff, governing body, and
  key stakeholders
• Completion of assessment critical for funding
  eligibility

Fellows Program Capacity Building Grants

• Once assessment completed, organizations will be
  eligible to apply for grants to support
  organizational capacity building initiatives
• Proposals will be evaluated based on their
  viability and merit

Applying to the Fellows ProgramEligibility
Criteria

• Program Focus
• Homeless
• Families transitioning from welfare to work
• At-risk youth
• Elders in need
• Substance abuse recovery/rehabilitation
• Marriage strengthening

Eligibility Criteria

• Tax Status
• 501(c)(3) not required
• Organizational Size
• Any organization with capacity building need can
  apply
• Preference will be given to organizations with
  annual budgets of less than 1 million
• Only one application per organization
• Large organizations encouraged to prioritize need
• Organizations that have participated in previous
  Fellows Programs are not eligible to apply

Fellows ProgramReview and Selection Process

• Semi competitive selection process
• Three-member committee will first review
  applications to determine which organizations are
  eligible for program selection
• Review criteria

• Program experience and understanding of priority
  area(s)
• Qualifications, ability, and willingness of key
  individuals to participate in Fellows Program
• Thoughtful strategy for strengthening
  organizational capacity
• Leadership and solid commitment from governing
  body
• Organizational readiness
• Financial management capacity

• Scientifically rigorous method of random
  assignment will be applied to determine final
  selection into Fellows Program
