  • INTRODUCTION
  • The Kenya Government is committed to the
    Simplification of trade documentation and
    clearance processes for both trade facilitation
    and national competitiveness.
  • This has led to the implementation of the Single
    Window Concept through a Project known as the
    Community Based System (CBS).

  • HISTORICAL BACKGROUND
  • The Idea of setting up a CBS dates back to 2001
    when both the Kenya Revenue Authority (KRA) and
    the Kenya Ports Authority (KPA), the two key
    institutions within the documents processing and
    goods clearance realised that there was an urgent
    need to improve on the dwell time.
  • A feasibility study was carried out between July
    and November 2005 to assess the requirements,
    benefits and cost implications in setting up a
    CBS,
  • Based on the above study, the World Bank provided
    support for implementation of a CBS through the
    East African Trade and Transport Facilitation
    (EATTF) Project.

  • CBS CONCEPT
  • The CBS Concept uses
  • Information and Communication Technologies to
    simplify the sharing and processing of documents
    amongst the stakeholders.
  • It also provides access to information on cargo
    status and movement of goods which enables
    stakeholders in the logistics chain to streamline
    their operations and optimise on the use of
    efficient logistics.

  • OBJECTIVES
  • The main Objectives of the CBS are
  • To facilitate external trade in Kenya by reducing
    delays and lowering costs associated with
    clearance of goods
  • Currently it takes up to 12 days to clear cargo
    in Kenya. With the CBS we expect the clearance
    time to reduce to 3 days.
  • To facilitate an efficient method of collection
    of Duties and Taxes.

  • STAKEHOLDERS
  • In Kenya the main Stakeholders to the CBS are
  • Clearing and Forwarding Agents
  • Shipping Agents
  • Importers Exporters
  • Cargo Terminal Operators
  • Regulatory Agencies such as Kenya Revenue
    Authority, Kenya Ports Authority, Kenya Plant
    Health Inspectorate, Kenya Bureau of Standards,
    Kenya Airport Authority and the Kenya Police.
  • Transporters (Road, Rail, Pipeline Air)
  • Banks and
  • Insurance companies
  • The CBS will act as one common integration
    platform for exchanging trade documents and
    information amongst the Stakeholders.

  • HOW WILL CBS WORK
  • CBS requires the development of an electronic
    platform. For that purpose Kenya has decided to
    collaborate with GAINDE 2000 to develop a Single
    Window Solution (ORBUS System) to support the
    CBS.

    exchange of trade documents such as

  • Customs Declarations
  • Status on release of goods by regulatory agencies
  • Payment of duties and taxes
