Key Messages
  • China matters. It matters because of its size,
    and because of its global reach. China matters
    for the overall achievement of the UKs
    international development goals.
  • Chinas record of poverty reduction in the last
    30 years is a considerable achievement. Since
    1978, 500 million Chinese have been lifted out of
    absolute poverty.
  • However, the absolute numbers of poor people
    remain large. 200 million still live on less than
    1.25 a day , 500 million on less than 2 a day.
  • China has made substantial progress in achieving
    the other MDGs. Many targets have been met or
    exceeded in advance of 2015, and most are on
    track.

DFIDs inputs
  • DFIDs programme in 2009/10 will be 30 million.
  • Our bilateral programme will end by March 2011.
  • The challenge for bilateral agencies in China is
    to generate impact when their expenditure in
    China is small.
  • We will continue existing work on Chinas impact
    on international development objectives.

  • We have good dialogue with China on
    international development, in line with the 8th
    MDG, which aims to develop a global partnership
    for development.

  • Chinas relations with Africa.
  • Aid Harmonisation and effectiveness.
  • Facilitating learning from Chinas own experience
    in poverty reduction.
  • Continue existing UK/China dialogues on
    sustainable development, climate change and
    energy security.

DFIDs Focus
  • Basic education, HIV and AIDS, TB control,
    health systems reform, water and sanitation, and
    poverty reduction programmes in remote minority
    areas.
  • This will end by 2011.
  • The relationships developed under the bilateral
    programme are helping to take forward our
    dialogue on international development issues.
  • Work with Chinese partners to disseminate lessons
    from a number of our projects to other developing
    countries.

Quality with Impact
  • All our existing work and future collaborations
    must set out the potential impact of research on
    poverty reduction.
  • It must show who the stakeholders /potential end
    users of programme outputs are and discuss how
    stakeholders and end users will be involved.

Examples of Outcomes
  • DFID and UK partners engaged in a high-level
    dialogue between the UK and China on sustainable
    development
  • UK-China discussions on climate change and energy
    security

Examples of Outcomes
  • After the Sichuan earthquake in 2008 we provided
    1 million to the Chinese Association for NGO
    co-operation for recovery and reconstruction
    efforts.
  • Completed a major poverty reduction project (
    with the World Bank). The total budget was 100
    million, and helped to improve the lives of 1.4
    million of the poorest rural people in remote
    regions of Sichuan, Guangxi and Yunnan.
  • DFID has been working with Government of China to
    build up a more equitable and efficient health
    system since 1999. Our work includes supporting
    large scale pilots in rural health reform, urban
    health, and medical financial assistance to the
    urban and rural poor.
