DRM Programme Implementation Strategies
  • Launched on February, 2003 in 17 States of the
    country including Bihar.
  • MoU Signed with UNDP for implementation in
    February 2003.
  • 14 Most Vulnerable Districts are covered in the
    Programme.
  • State level Steering Committee formed Chaired by
    the Chief Secretary to monitor and guide the
    programme.
  • 14 Programme Districts are Araria, Begusarai,
    Darbhanga, Samastipur, Sitamarhi, Munger,
    Madhepura, Supaul, Saharsa, Patna, Khagaria,
    Kishanganj, Muzaffarpur Madhubani.

Policy Initiatives
  • ACHIEVEMENTS
  • The Department of Relief Rehabilitation is
    renamed asDEPARMENT OF DISASTER MANAGEMENT in
    2004.
  • State Disaster Management Act is enacted and is
    being repealed after the enactment of National DM
    Act.
  • Draft State Disaster Management Policy is ready
    for final approval.
  • Rules for the State DM Authority has been
    prepared and submitted to the Law Department for
    necessary technical approval.
  • Standard Operating Procedures for various line
    departments have been prepared.

District Level Achievements
  • Formation and Orientation of Disaster Management
    Committees of 14 Programme Districts.
  • 10 district DM plans are approved and shared.
  • Block officials are being trained at district
    level.
  • 832 PRIs, NGOs,1307 NSS NYKS volunteers are
    being trained and involved in various activities.
  • 1107 Teachers are trained on Disaster Management
    Programmes.
  • Awareness strategies have been chalked out at the
    district levels for mass sensitization on
    preparedness.

  • Engineers Masons Training
  • 350 Engineers 270 Masons are already been trained
    at District Block levels on earthquake
    resistance technologies.
  • Construction and Equipment support for Emergency
    Operations Centres(EOC)
  • 10 out of 14 Districts have completed the
    construction of Buildings along with provision
    of equipments like Computers with accessories,
    Fax Machines, Mobile Phones, Generators etc are
    sent to the districts supported by MHA/UNDP
  • Search,Rescue First Aid Trainings
  • 47 Master Trainers training on Search Rescue
    and 114 volunteers training on First Aid has been
    completed.
  • HAM Radio Training
  • Training of 45 volunteers Conducted for 7 days on
    HAM Radio.
  • Awareness Generation Strategies
  • -- Various Awareness Generation Campaigns
    through development of IEC Materials, wall
    paintings, cinema hall slides, rallies etc is
    going on in the programme Districts.

Block Level Below
  • 201 Block Disaster Management committee have been
    formed and 6035 members have been trained.
  • 40 Block disaster management plans have been
    completed and approved by the BDMC.
  • 3010 PRI members are oriented on preparedness and
    planning process.
  • 4859 volunteers are trained at block level for
    preparation of plans at various levels.
  • 1909 the panchayat committees have been formed
    along with training to 9670 members.
  • 427 panchayat plans have been prepared.
  • 3116 Village Committees have been formed
    alongwith 16539 members are trained and 1115
    plans have been prepared and approved.
