The Leitch Challenge
  • The Leitch Review of Skills (Dec 2006) warned
    that the UK must raise its game on skills at
    all levels to sustain and improve its position in
    the global economy. Even if all skills target
    where met by 2020
  • 5 million people would continue to lack
    functional literacy and numeracy skills
  • 11 of those aged 25 would lack a Level 2
    qualification increasing to 54 at Level 3
  • In 2006, 70 of the 2020 working age population
    were already over 16 and 50 were over 25
  • 5 million more skilled jobs and 3 million fewer
    unskilled jobs
  • Leitch recommended that by 2020
  • 95 of working age population should be
    functionally literate numerate
  • 90 should have achieved a minimum Level 2
    qualification
  • Shift the emphasis from Level 2 to Level 3
    skills.
  • the introduction of a voluntary Pledge asking
    employers to commit to training all staff up to a
    minimum of Level 2.

The Opportunity in the Public Sector
  • The Public Sector accounts for approximately 25
    of the national workforce
  • The Public Sector is the largest sector across
    the East Midlands employing approximately 489,000
    people (ABI, 2005)
  • Improving the skills levels of those in the
    public sector is central to the Governments
    strategy for reforming public services.
  • Public Sector Compacts are intended as a
    collaborative mechanism to address workforce
    development and skills issues to make the public
    sector an employer of choice and improve the
    quality of public services.

Position
  • All key Public Sector Employers in
    Nottinghamshire have been invited to this meeting
    to launch the Public Sector Compact
  • Target for all Nottinghamshire public sector
    organisations to commit to the Skills Pledge with
    support from the Compact
  • Progress
  • 7 of the 9 Local Authorities have already signed
    the Skills Pledge
  • Nottinghamshires 7 Health Communities have made
    the Skills Pledge and are translating their
    commitment to fulfilment through a Joint
    Investment Framework between the NHS the LSC.
  • Other Nottinghamshire public sector employers who
    have signed include the Fire Rescue and the
    Probation Services
  • More are likely to sign

    fulfilment
  • Using Procurement to achieve skill development
    outcomes
