3Objectives
- A system to deal with standards issues across the
whole Scottish public sector - A way of strongly recommending standards across
the Scottish public sector - A framework for other types of related standards
(procedural and project guidance) - A way of sharing best practice and avoiding
repetition in technical developments - Increase the involvement of public-sector
organisations in the standards processes - We want to encourage private-sector companies who
supply ICT products and services to the Scottish
public sector to make sure that their products
meet OSIAF standards. - Set up a network of OSIAF co-ordinators and
technical contacts with training, support and
access to information - Provide support from a technical assurance
co-ordinator and an overall assurance framework - Provide instant access to standards and the
latest technical information on the Openscotland
website (www.openscotland.gov.uk) - Provide information on accreditation and training
schemes
4Coverage of the OSIAF
- This framework is relevant to the Scottish
Executive and its agencies, non-departmental
public bodies (NDPBs), the National Health
Service in Scotland (NHSiS), local government,
and the wider public and voluntary sectors as
voluntary partners. - The interoperability standards in the OSIAF are
mandated on the Scottish Executive, its agencies
and NDPBs for all new systems and for all
outward-facing legacy systems that are needed to
meet e-service delivery targets. - It is also relevant to private intermediaries and
suppliers of ICT products and services for the
public sector in Scotland. - Where we provide funding (for example, from the
Scottish Executive Information Systems Steering
Group or the Modernising Government Fund (MGF)),
the standards are mandated for that project.

7OSIAF compliance requirements
- Suppliers to public-sector e-services delivery
projects must - be committed to the OSIAF
- be able to provide confirmation that the product
meets the OSIAF standards - respond to requests for products and services
(for example, invitations to tender) with
information that shows that the solution being
offered will meet all relevant standards in the
OSIAF - provide industry expertise in developing the
overall framework, in developing standards and by
supporting pilot programmes and - commit to formal approval of products and
services within defined timescales. - Procurement and legal professionals must
- make sure that specifications of requirements, as
set out in the invitation to tender and contract
terms and conditions, include meeting the OSIAF
and - make sure the assessment process of procurement
and tender proposals includes proper assessment
of the OSIAF.

that the OSIAF Technical Assurance Coordinator

application of OSIAF within the Scottish public
