- RAPA was founded in July 1994 by the RF
Presidents Executive Order 1140 as a brain
trust designed to carry out academic retraining,
research and informational analysis in the field
of Public Administration, and coordinate efforts
within the system of professional retraining and
skill expertise of governmental, business and
NGOs managers. - Organizationally the activities of RAPA are
implemented under direct supervision of the
Personnel Department of the RF Presidential
Administration in close cooperation with various
Federal Government ministries and agencies and
regional administrations of 88 territories of

- ERI was created in July 1976 in Khabarovsk (a
capital of the Far Eastern Federal District of
Russia) in accordance with the Resolution of the
Presidium of the USSR Academy of Science. The
