Summary
The cumulative loss of all discoms is expected to
cross the INR 2 lakh crore mark in 2013-14.This
is mostly due to internal inefficiency, non
realization of cost of supply due to high ATC
loss and non revision of tariff at regular
intervals. A 2011 APTEL (Appellate Tribunal)
Order empowers the State Electricity Regulatory
Commissions to allow for a hike in tariffs even
without ARR filings. This provides a way to
quickly adjust tariffs as and when required.
Regular tariff increases will also be a
precondition for discoms to avail themselves of
the financial restructuring package readied by
the central government. If the discoms are to be
revived, regular tariff increases are now
inevitable.
