NSLDS Conflicts What is a conflict and how do I
fix it?
Ron Bennett - FSA/NSLDS Jim Yoder - NSLDS
2
NSLDS Conflicts Objectives
  • Recognize the most common conflicts
  • Know when to contact NSLDS for assistance and
    what information to provide

3
What is a conflict?
  • There is incorrect information on the NSLDS.
  • The incorrect information affects the students
    eligibility.
  • Both factors must be present before the NSLDS CCC
    will work a conflict.

4
Defining a conflict
  • Discrepancies that affect aid eligibility
  • Incorrect identifiers in NSLDS
  • First name
  • Date of birth (DOB)
  • Social Security Number
  • Incorrect Statuses
  • Incorrect loan amounts
  • Duplicated records

5
When is a conflict not a conflict?
  • Last or middle name is incorrect
  • Incorrect name or SSN is in history
  • Loans closed for over three years
  • Current year Pell awards

6
Non-conflict cases
  • Loan status that has recently changed
  • Loan status that does not affect eligibility,
    such as a CA status
  • Aggregate determinations for consolidations

7
Non-Conflict
Scenario 1 Students last or middle name is
incorrect on the NSLDS record. Joanna Q Single is
listed on the NSLDS as Joanna P Married. What
should the FAA do?
8
Last name
  • Issue Last name or middle name is incorrect
  • Effects of the error None, these are not key
    identifiers for the student/parent
  • Resolution Disburse aid advise student to
contact the data provider to correct the name

9
Non-Conflict
Scenario 2 Students correct first name or SSN
appears in history
10
Name or SSN in history
  • Issue There is an incorrect first name or SSN in
the history, or first name is incorrect, but the
correct name is in the history
  • The current SSN is not a pseudo and
  • All the aid on the record belongs to your student.

11
Name or SSN in history
  • Effects of the error None, aid will load for the
    student
  • Resolution Disburse aid if student is otherwise
    eligible.

12
Name or SSN in history
  • Caveat If the current SSN is a pseudo and all
the aid on the record belongs to your student,
    contact NSLDS CCC.

13
Non-Conflict
Scenario 3 SSN is wrong, but all aid on the
record is closed and over 3 years old
14
SSN conflict with closed loans
  • Issue NSLDS lists another students aid under
    your students SSN
  • All the aid on the record comes from the same
    data provider and
  • All loans on the record have been closed (in a
paid status) for over 3 years.

15
Name or SSN in history
  • Effects of the error None, aid will load for the
    student
  • Resolution Disburse aid when NSLDS loads aid
for your student, the incorrect data will move to
    a pseudo-SSN

16
Non-Conflict
Scenario 4 A current year Pell is reporting with
incorrect name or DOB
17
Current Year Pell
  • Issue A Pell or SEOG for the current award year
    is being reported and
  • The student identifiers or grant information is
    incorrect.
  • Resolution Contact COD instead of NSLDS

18
Current Year Pell
  • COD contact information
  • Phone 800-848-0978

19
Non-Conflict
Scenario 5 Mary Misreported is coming back to
start her 2nd year at East State Univ (ESU).
After awarding fall aid, ESU receives a new
postscreened ISIR (reason code 01) indicating a
default. After review of NSLDS website, they
dont see the Default.
What should ESUs FAA do?
20
Misreported data from Data Providers
  • Issue ISIR says one thing, NSLDS says another
  • Effects of misreported data
  • Could possibly affect students eligibility
  • Could cause additional research
  • Resolution Review Students history on NSLDS

Resolution Review Student on NSLDS
23
Misreported data from Data Providers
  • Results of reviewing Marys FAH on NSLDS
  • Most recent information displayed
  • Used to verify data
  • ISIR/FAA Access displaying results at a processed
    point in time
  • Real time review of current information
  • Student Eligibility- no change in award
  • Data review justifies FAA system overrides

24

  • Issue GA unsuccessful in reporting loan status
    update.
  • Effects of the issue
  • Conflicting NSLDS information
  • FAA not sure what to do when reviewing students
    file for award
  • Resolution FAA can accept students
    documentation and verify satisfactory
    arrangements with GA/Lender

27
Data matters and NSLDS
  • Results of Resolution
  • Student not negatively impacted by GAs reporting
    issues
  • FAA able to proceed with award because
    documentation satisfies discrepancy (GEN-96-13)
