  years. 2.2 Billion in the first year.
• PFI the only route to achieving the scale of
  investment?
• Some concessions arrived at to support
  conventional funding i.e. Supported Borrowing
  but..
• Golden Rules on Off Balance Sheet Spending
  supports the orthodoxy

• To produce a workable branch guide
• Explaining structure of BSF and limitation of the
  Local Education Partnership Model (LEP)
• Coherent arguments for inclusion of In-house
  services in the BSF Scheme
• What branches can do to be involved
• Exploring Best Practice and using the case
  studies to present real alternatives to LEP
  proposals
• Procurement Strategies to ensure In-house
  services can at least bid for work
• Carve Out, Subcontract Arrangements, Charging for
  Services
