  programs, and help in their design

  neighborhoods

Strategies

• Youth participation
• Focus on selected countries, but strengthen
  exchange, cooperation and articulation
• Emphasis on building capacity and sustainability
• Interprogrammatic collaboration with strategic
  partners (UNICEF, World Bank, IDB, CDC, EU and
  others )
• Coordination with other GTZ projects for greater
  impact
• Build on what already exists, strengthening
  structures
• Re-launch emphasis on youth development and
  re-frame prevention based on evidence and lessons
  learned

Target Group

• Adolescents and youth of both sexes who are
  socially disadvantaged and at risk for violence,
  between the ages of 10 and 24, especially in
  low-income sectors and marginalized urban areas

Steps Taken

• Situational analysis of youth violence and
  existing programs in selected countries (Stage I)
• Introduction of the project in PAHO and selected
  countries
• Workshop to plan and readapt the project with
  PAHO, GTZ and counterparts in Asunción, Paraguay,
  May 2004
