• - Existence of capabilities considered and
  defined within the High Level documents of
  GALILEO
• Local services may be offered by the Galileo
  Operating Company or external service providers
• Possible to offer certified services where
  necessary
• Demonstrators of Local Elements will form part of
  the GALILEO development process and indicate
  achievable performance levels
