Title: Small Business Innovation Research SBIR Small Business Technology Transfer STTR
1Small Business Innovation Research (SBIR)Small
Business Technology Transfer (STTR)
NASA Program Overview
Lynn Garrison MSFC Technology Transfer
Dept. March 2002
2SBIR Program Objectives
- Small Businesses Are
- Among the most cost-effective performers of
Research Development (RD) - Capable of developing RD results into new
products - Small businesses are major sources of important
innovations in the nation, yet a vast majority of
federally-funded RD is conducted by - Large businesses, Universities, and Government
laboratories - Federal agencies with gt 100M in extramural RD
are required to participate in the program - RD set aside 2.5 of this money for SBIR
3Program Information Funding
- Small Business Reauthorization Act of 2000,
Public Law 106-554, enacted 12/21/00.
Re-authorization through 2008 - NASA SBIR/STTR website http//sbir.nasa.gov
- Agencies reserve 2.5 percent of RD budgets for
funding agreements with small businesses for RD
during the first two phases of the three phase
process
2002 Budget 115.1 Million
4Program Information Funding
- Three-phase program
- Phase I - Determination of scientific and
technical merit and feasibility of the innovation
(NASA funding 70K for six months) - Phase II - Continuation of development of those
innovations shown to be feasible in Phase I (NASA
funding 600K for two years) - Phase III - Activities capitalized by non-SBIR
sources of funding for the pursuit of private or
government sales

10What Does NASA Want In SBIR?
- High-risk, high-payoff Research and Development
- Innovations responsive to the subtopic to which
submitted - Innovations, which can contribute to the NASA
mission, and, also have potential commercial
applications
